Public infrastructure projects are increasingly complex, requiring difficult trade off decisions between sometimes competing scope and cost elements. They require well planned and executed communications strategies that engage the community, elected officials, and other critical stakeholders if they are to be successfully implemented.
HNTB’s clients require expert guidance to design, implement and execute the appropriate communications strategies. This position is responsible for leading HNTB’s strategic communication efforts as an important part of key infrastructure projects throughout the New York region. It will provide strategic direction and establish necessary communication and government relations content for accomplishing successful project outcomes.
This position will also develop an approach to growing and maintaining strong relationships for assigned client(s). The ideal candidate will successfully support business or client development efforts and may assume the role of Client Service Leader and/or Pursuit Champion for assigned client(s) and pursuits.
Essential Job Functions:
Responsible for developing, implementing and adjusting the communication strategy for key infrastructure projects. This includes identifying important project stakeholders and how best to engage them.
Utilizes government relations, office leadership and corporate resources in support of project/program strategic communication strategies. Ensures that Office and Division GR strategies are continuously updated to reflect current policy and political environment.
Identifies specific strategies to ensure alignment with our client’s engagement and workforce development goals.
Coordinates with Public Involvement leaders to plan, develop, and lead public involvement strategies and programs for clients to facilitate communication and acceptance of projects and initiatives.
Adapts the communication strategies to reflect the social, political, and physical environment while maintaining the ability to adjust based on dynamic changes. This includes appropriate messaging to each stakeholder and the ability to identify and tailor strategies to such stakeholders.
Oversees efforts of support staff and subconsultants to assure successful implementation and/or development of events, print and graphic materials as scoped providing direction as needed.
Develops strategy and coordinates dissemination of facts and information about client activities to external agencies, associations, and news organizations using print, radio and/or visual media.
Responsible for incorporating strategic communication strategy into the overall project lifecycle (planning, engineering, and construction).
With a strong understanding of the NY metropolitan infrastructure market, serves as a client service leader, establishing and executing a strategic approach to client development.
Leads and contributes to major marketing efforts. In conjunction with other project leadership, presents proposals and strategies to clients.
Collaborates with internal government relations leaders and external consultants on legislative strategies, relationship development with clients and elected officials, contribution strategies and involvement in community and political initiatives.
What You’ll Do:
Responsible for establishing goals and objectives for public engagement and communications programs. Provides strategic support, guidance and recommendations to the client to develop and implement comprehensive communication strategies and programs to advance client goals and build stakeholder support.
Presents proposals and strategies to clients to help win work in conjunction with other project leadership. Delivers quality work, on time, on budget and to the client's satisfaction.
Identifies potential audiences, reviews who is affected directly and indirectly, and involves new individuals and groups as others become engaged.
Directs the development of and approves overall program messaging, implementation strategies, collateral materials and all other supplemental communications materials.
Responsible for teams adherence to compliance with rules and laws specifically outlined by state and federal regulations and those that may be requested by clients.
Directs and manages public engagement and communications employees in developing and administering public involvement, communications, and outreach programs.
Oversees support staff efforts to ensure successful implementation and development of events, print and graphic materials, and program messaging as scoped, providing direction as needed.
Responsible for the recruitment, hiring, mentoring, development, and retention of staff. Includes but not limited to development of plan for staff reporting, performance and compensation reviews, and succession planning.
Contracts with and manages sub-consultants for public/community relations, graphic design, and other outside work when needed.
Performs other duties as assigned.
What You’ll Need:
Bachelor's degree in Political Science, Marketing, Communications, English, Journalism or related field and 10 years relevant experience including 2 years supervisory/ lead experience
What We Prefer:
Master's degree in Political Science, Marketing, Communications, English, Journalism or related field
APR, PMP, or IABC certification

The approximate pay range for New York is $146,829.42 - $293,182.12. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
