Position Purpose/Summary
This position is responsible for overseeing and effectively managing the business and administrative functions for the Springfield City Library system, providing leadership and oversight in the areas of finance, budgeting, purchasing, personnel administration and overall operations. Work is performed with considerable latitude for the exercise of independent initiative and oversight in accordance with the accepted professional practices and with the policies and directives of the Library Department with review by the Library Director. Supervision is exercised over other administrative staff. Essential Functions
Develops and monitors the Annual Library Department Operating Budget. Oversees all grant related funding application and reports. Prepares detailed financial and statistical reports for the Massachusetts Board of Library Commissioners, and all state, federal and other funding sources. Participates in employee issue investigations, concerns and conflicts in accordance with policies, procedures, applicable law and makes recommendations to the Library Administration and to the City Human Resources Department. Oversees the development and implementation of the Library's safety program. Works directly with City Facilities Department and Library Maintenance staff to keep all library buildings in good working order for library patrons and staff. Supervises and evaluates Library Maintenance staff to ensure compliance with Library and City policies and procedures Approves and monitors all functions of purchase order requisitions, and accounts payable and receivable. Oversees the department cash handling procedures. Supervises, trains and evaluates assigned personnel to ensure compliance with City and Library policies and procedures and Union Contracts. Works directly with the City Procurement Department preparing request for proposals for professional services to provide enhanced library functions including Custodial and Security vendors. Reviews and approves all weekly timecards for library staff. Prepares and submits weekly comp time report, monthly sick accrual report, and attendance incentive report to the HR department. Assists HR with paperwork for all new hires, promotions and transfers Serves a member of the library management team for overall planning and coordination of library services. Takes an active role in the library department planning process and development of the annual action plan. Participates in Union Contract Negotiations. Serves as Liaison with the Springfield Library Foundation and the Friends of the Springfield Library. Seeks improvements in practices and policies to streamline operations and achieve cost savings. Participates in Capital planning and Capital projects for the Library System Provides assistance to all staff who have questions/problems relating to payroll and other personnel matters. Performs other duties as assigned. Knowledge, Skills, and Abilities
Demonstrated ability to plan, assign, coordinate and supervise the work of assigned personnel. Extensive knowledge of library programs, functions, operations, policies and procedures. Ability to manage multiple responsibilities within a complex environment. Demonstrated organizational and managerial skills necessary to lead, manage change, and motivate staff. Demonstrated problem-solving and analytical skills and attention to detail. Desire and ability to work in an urban library that serves a wide diversity of people and is committed to equity, diversity, and inclusion. Thorough knowledge of rules, regulations, laws, and ordinances governing the work performed. Thorough knowledge of the practical application of computer operations. Ability to carry out general and special assignments requiring the organization of material and development of work methods in areas where no standardized procedures exist. Ability to assemble, develop, evaluate, and analyze data in special administrative areas and to make recommendations affecting policies and procedures based on this work. Ability to plan, assign, supervise and review the work of subordinates. Ability to make independent work decisions in accordance with governing policy, law, rules and regulations. Ability to establish and maintain effective working relationships with administrative officials, subordinates, and the general public. Ability to express oneself clearly and concisely orally and in writing. Education and Experience
Bachelor's degree in business administration, finance, or related field with a minimum of five (5) years of experience; OR any equivalent combination of nine (9) years. Master's degree preferred.
