Description Under general direction, coordinates and oversees the Joint Utility Laboratory (JUL) Quality Assurance Program to meet California Environmental Laboratory Accreditation Program (ELAP) requirements. Ensures management systems related to quality are followed and provides technical support, testing protocol supervision, and testing standards management.
Examples of Duties Examples of duties may include, but are not limited to, the following: Ensures quality policies, processes and procedures are established, current, and adhered to; Develops and oversees quality assurance/quality control programs including internal audits and management review, data integrity training, data monitoring and corrective action; Maintains currency of quality manual and standard operating procedures; Maintains the Demonstration of Capability (DOC) for certified laboratory methods; Monitors preventative maintenance and calibration program for equipment and methods; Monitors chemical inventory and maintain laboratory Safety Data Sheets (SDS); Review and monitor the establishment and updating the Method Detection Limits (MDL) and Detection Limit Report (DLR); Reviews and validates analysis; ensures the methods, techniques, and equipment used for analysis produce reliable and defendable results; Identifies and reports quality issues and problems to management and monitors corrective actions; Manages JUL data utilizing data management software and submits compliance reports to various regulatory agencies; Monitors and evaluates problems in laboratory analysis and provides recommendations to resolve; Trains staff on testing and analysis procedures; Provides assistance in managing laboratory inventories; Assists in development of division budget; Participates on professional, industry, or inter-agency committees; Monitors new regulations and stays abreast of new environmental and analytical requirements; Acts as Laboratory Manager in his/her/their absence; and Performs other related duties as assigned. :
Two (2) years of laboratory chemical, bacteriological or biological testing experience. At least one (1) year of the required experience is preferred in an ELAP-certified laboratory. One (1) year of supervisory or leadership experience is desired. Education:
A Bachelor's Degree from an accredited college or university, with major course work in Chemistry, Biochemistry, Biology, Microbiology, Chemical/Environmental Engineering, or a related field. For degrees obtained outside of the U.S., an official equivalency evaluation is required. License or Certificate

Possession of a valid Grade II Water Quality Laboratory Analyst Certificate issued by the California-Nevada Section of the American Water Works Association or equivalent at the time of hire. Ability to obtain Grade III Water Quality Laboratory Analyst Certificate issued by the California-Nevada Section of the American Water Works Association or equivalent within eighteen (18) months from date of hire. Possession of, or ability to obtain and maintain, a valid California driver's license at the time of appointment. Special Requirements

Ability to sit, stand, walk, kneel, climb, and lift 40 lbs.; exposure to outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
