5.10 Telecommunication Support Services REQUIRED CERTIFICATIONS:

Contractor is required to have a current Information Assurance Technical (IAT) Level I (A+, Network +, or SSCP) and Computer Environment (CE) Certifications (which is required IAW DODI 8570 for privileged access to computer systems). BACKGROUND INVESTIGATION AND/OR SECURITY CLEARANCE REQUIREMENTS: IT Level II: Tier 3 Suitability.

Responsibilities: The Contractor shall provide telemedicine network design, planning, and implementation service support to include: Technical evaluations within subject domain. Develop and suggest SBIR/STTR topics that are relevant to CLIENT's needs. Provide subject matter expertise assistance in the development of test plans for evaluation. Design networks and subnetworks for telemedicine sites and provide recommendations on existing networks. Assist and advise the Government in developing overall objectives and strategy for service provision to selected sites. Develop a Network Implementation Plan to include installation and testing for the networks, ensuring hardware and software compatibility to the terminal device level. This plan shall be tested to ensure interoperability of terminal devices, control devices, and transmission media and connectivity. Perform network and related installations and ensure that the implementations follow the Coordinate testing. Support in Field Evaluations and Exercises.

The contractor shall provide support during test, evaluation, training exercises, and warfighter assessments. The Contractor shall provide evaluation of technologies, lessons learned, and recommendations to improve the network and communication research technology.

Network Architecture Development: Contractor shall provide service support to CLIENT in conducting telemedicine research using current DoD tactical networks and possible future communication systems. The contractor shall develop a network architecture plan that telemedicine systems can reside on for current or future networks. Contractor shall assist in the integration of the telemedicine systems onto the network and evaluate the telemedicine prototypes performance for various communications modalities. Integrate and configure 3rd party hardware and software into telemedicine network, ensuring operational efficiency. Contractor shall assist and advise the Government on matters related to operational field medicine communications. The contractor shall assist in the preparation of classified reports and documents up to the security level of Secret. Provide technical support to field evaluations. This will require contractor to drive a Government sedan/van/pickup in addition to a Government High Mobility Multipurpose Wheeled Vehicle (HMMWV).

Telecommunications Support: Contractor shall provide Telecommunication support services including the following: Assist in the design of wide area or local area communications networks and subnetworks for telemedicine sites. The networks may include a mixture of various wired (analog or digital) and wireless (microwave, radio, satellite) modalities. The networks will provide communications capabilities appropriate to the projects or missions defined by the Government, subject to the restrictions of local communications assets, or assets that can be added or brought to the site. Develop written recommendations on the most effective and efficient connectivity. Assist in the acquisition planning and implementation of equipment required by the network. Manage and maintain network and computer communications equipment for DoD data and voice. This includes installing, testing, and operating communications equipment. Equipment includes tactical radios, portable satellite, and V-Sat communications equipment. Systems used are VOIP, Cellular, and PBX systems. Configure and maintain ISDN, Cisco, and IDNX voice video and data equipment.

Operational Telemedicine (OPTMED) Network: The Contractor shall provide sustainment support for OPTMED network to include arranging for maintenance, repair, replacement, or upgrade of telemedicine hardware as needed. The contractor shall assist with management and technical support for CLIENT OPTMED network. Contractor shall ensure installed equipment is maintained and calibrated.
