AttainX, Inc. is in search of an experienced Senior Communications Manager to provide expert leadership and guidance to our federal government client. The Senior Communication Manager will provide leadership in executing comprehensive communication strategies in support of the USCIS Data Strategy Support Services 3 (DSSS 3) contract. This position is responsible for managing communications across multiple functional areas, including Data Management, Data Culture, Evidence Building and Evaluation, Process Streamlining, Project Management, Communications and Front Office Support, and Streamlined Case Processing Support. This role requires an M.A. or M.S. degree and at least 10 years of experience in strategic communications, stakeholder engagement, knowledge management, and public affairs within federal or large-scale organizational environments.
Qualifications and Education Requirements:
Basic Qualifications:
- Master’s degree in communications, Public Relations, Journalism, Business Administration, or a related field.
- 10+ years of professional experience in strategic communications, public affairs, or stakeholder engagement within a government or corporate environment.
- Proven ability to develop and execute large-scale communication plans in support of complex programs.
- Expertise in technical writing, content development, and digital communication strategies.
- Experience with data visualization, executive reporting, and presenting complex technical information to non-technical audiences.
- Knowledge of federal data policies and information governance frameworks.
- Excellent writing, editing, and interpersonal communication skills.
- Ability to work in a fast-paced, deadline-driven environment with multiple stakeholders.
- Organizational and project management skills.
- Initiative-taker, highly motivated individual who adapts to a dynamic work environment.
- Must be a U.S. citizen with a current USCIS clearance or able to obtain a security clearance.
Preferred Qualifications:
- Preferably have USCIS background and client experience.
- 10+ years of experience developing and delivering large-scale training programs.
- Knowledge of federal data policies, compliance requirements, and governance frameworks (e.g., FISMA, OMB M-19-18, Federal Data Strategy).
Duties:
- Develop and oversee the implementation of enterprise-wide communication strategies to support USCIS’s data-driven initiatives.
- Lead the communications management team, providing mentorship and guidance to ensure consistent messaging and high-quality deliverables.
- Develop and maintain executive communications, including high-level memoranda, briefing materials, and agency-wide strategic messages.
- Coordinate and execute stakeholder engagement plans, ensuring seamless communication between USCIS leadership, operational teams, and external stakeholders.
- Direct internal and external outreach efforts to enhance awareness and adoption of USCIS data governance and management initiatives.
- Oversee the development of content for multiple communication platforms, including web content, reports, presentations, and social media.
- Ensure that all communication materials comply with DHS and USCIS branding, privacy, and security standards.
- Lead communication efforts supporting data literacy initiatives across the agency, developing educational materials and training content.
- Develop and implement strategies for knowledge management, ensuring that documentation, standard operating procedures (SOPs), and best practices are maintained and accessible.
- Monitor and evaluate communication effectiveness using qualitative and quantitative metrics, recommending improvements, as necessary.
