IMPORTANT: SR-24 (Appointment may be made at any rate within the salary range from $5,918, SR-24D to $7,787, SR-24K, per month, at which appropriate qualified applicants can be recruited)
Researches, analyzes, designs, and produces the most difficult and complex thematic maps and applications; participates in the design and maintenance of the GIS database including assisting in the coordination of interdepartmental GIS related matters; may assist in the supervision and training of lower level staff; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to research, analyze, design and produce the most difficult and complex thematic map projects and applications; and by its participation in the design and maintenance of the GIS database including assisting in the coordination of interdepartmental GIS related matters. The work at this level involves assisting in the supervision and training of lower level staff and/or directing the work of lower level GIS analysts.
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
- Manages the most difficult and complex data entry projects to produce custom thematic maps and reports using a GIS.
- Performs advanced analysis and interpretation of aerial photographs to delineate elevations, wetlands, vegetation, agricultural land, urban land and other geographic and land use characteristics.
- Designs and produces custom thematic map data and reports requiring writing programs to produce unique and novel maps and reports.
- Writes computer programs to format data and assists in developing the database for map production.
- Meets with user department representatives to develop and determine GIS needs.
- Researches, analyzes and designs GIS projects.
- Manages aerial photograph and remote sensing projects.
- Enters delineated map and descriptive information into GIS through digitizing, key entry or other standard map data entry procedures.
- Investigates and verifies geographic and land use data by making physical inspections.
- Participates in the development of project plans and participates in user committees.
- Monitors the work of user departments and provides technical support in planning, development and conducting of GIS projects at the user department level.
- Assists in the supervision and training of lower level staff and/or directing the work of lower level GIS analysts.
Training and Experience:
A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in physical or natural science, geography, engineering, planning, computer science of a related field, and three (3) years of progressively responsible experience using GIS software in the design and production of thematic maps and other applications.
License Requirement:
Possession of a valid motor vehicle operator's license (Type 3).
Knowledge of:
Geography as it applies to GIS; concepts and principles of GIS; mapping, cartography, surveying, and photogrammetry; data and word processing; statistics; GIS software packages; computer programming languages; GIS and relational database management concepts and theories; operations, characteristics and capabilities of various types of GIS computer and peripheral equipment; research methods and techniques.
Ability to:
Analyze, correlate, and evaluate thematic map data records; create GIS computer programs to enter, process and create maps, graphics and data reports; manage the preparation and operation of GIS projects; maintain effective working relationships with others; formulate ideas and present them clearly and concisely, orally and in writing.
