Open until Filled Job Summary/Scope: Directs internal and external communications for the City, including coordination between departmental public information officers. Works with community leadership entities to market and promote the City locally and regionally. Frequently serves as City’s representative for community projects and events. Supervisory Responsibility: Integral to the position of Communications and Public Engagement Manager is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining. Essential Duties and Responsibilities: Directs and disseminates newsletters, publications, news releases, social media messages, and public information activities for the City and employees. Establishes communications policies and implements such policies through departmental public information officers. Directs social media activities for the City. Coordinates and communicates a range of special events, receptions, public meetings, and media/media events. Disseminates media information to City Council and staff. Coordinates with other public leadership organizations to market and promote the City locally and regionally. Serves as the City’s liaison/representative on a range of committees including Council-appointed citizens committees and community-wide projects and events. Prepares and monitors the departmental budgets and supervises staff. Markets, advertises, and promotes City services locally and regionally through oral and written mediums including the oversight of marketing activities for City ballot measures and educational/informational campaigns. Develops and implements branding/logo efforts and procedures and compliance. Responds to City Council and residents’ concerns and requests for information. Manages the multi-media operations including in-house video productions and graphic design and printing. Oversees the City’s Government Access Channel and Internet website. Contributes to community initiatives and participates in community activities, including activities that may not directly relate to regularly-assigned job duties. Works with Directors and other members of City staff on various standing and temporary “teams”, assisting the City Manager in achieving Council directives. Other Duties and Responsibilities: Completes special projects as assigned. Serves as the City’s PIO/spokesperson for Emergency Operations. Serves on various committees as assigned. Performs all other duties as assigned. Required (Essential) Knowledge, Skills and Abilities: Must have skills in oral and written instructions, assertiveness in handling administrative responsibilities, public relations, marketing and branding, communications, public speaking, and internal relations with others. Knowledge of various communication mediums, publishing and cable regulations, general office procedures, budgeting, desk top publishing, and local government activities. Ability to assess a situation and make decisions quickly and efficiently, maintain effective working relationships, both internally and externally, maintain records and prepare reports, ability to communicate orally and written, effective problem solving and effectively represent the City internally and externally. Working Conditions/Physical Requirements: Majority of work is performed in an office setting with a controlled environment. Frequently attends meetings and functions/events away from City Hall. Work involves oral communication through the use of telephone or in person. Seldom need to lift more than 10 to 20 pounds. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the city Manager. Education: Bachelor’s Degree from an accredited university or equivalent professional experience. Five or more years prior experience required; or any combination of formal education and work experience which provides the required knowledge, skills, and abilities. Passing of a drug screening required prior to appointment.
