About the Position:
The Marketing and Public Relations Specialist manages public and community relations tasks, developing and implementing strategies to enhance the department's community presence in line with its mission, vision, and values. Acting as the department's spokesperson, media liaison, and community representative, this individual coordinates and executes public relations tactics, including media relations, social media, and community outreach activities.

The Ideal Candidate:
  • Demonstrates excellent oral and written communication skills to effectively communicate the department's core mission, vision, and values to the general public.
  • Proven ability to develop successful business marketing strategies.
  • Preferably experienced in a municipal government setting.
  • Skilled in managing business social media accounts.
  • Proficient in editing digital videos and photography.

Essential Duties & Responsibilities
Essential Functions:
  • Executes communications plan as developed by the department and the city; develops and implements goals, policies, and procedures related to the department and city communications plan.
  • Creates a proactive public relations environment; plans and implements integrated public outreach programs using media relations, social media, advertising, and direct communication.
  • Researches, writes, edits and issues press releases, news articles, feature stories, and public service announcements for print, radio, television, and social media; ensures comprehensive media coverage for department programs, services and events
  • Interfaces with the media and conducts, organizes, and facilitates press briefings and press conferences where appropriate; responds to inquiries from the media, neighborhood and community groups, businesses, employees, and the public; assists with communications activities involving emergencies and other incidents.
  • Prepares written presentations, conducts on-camera interviews and video reports, and coordinates city-sponsored video projects; prepares public service messages for television programming and social media.
  • Assists and supports the Chief of Police in preparing information materials for presentation and distribution; identifies speaking opportunities and prepares speeches and proclamations.
  • Represents the department at special events and interacts with the general public, community organizations, businesses, and other public and private agencies; coordinates schedules and may lead public tours of department facility.
  • Maintains current knowledge of marketing, media relations and broadcasting techniques, and applicable laws, statutes, codes, and ordinances.
  • Routinely adheres to and maintains a positive attitude towards City and department goals and perform related work as required.
  • Performs other duties as assigned.

  • Methods and techniques of journalistic writing and reporting
  • Principles and practices of public information and marketing programs
  • Principles and practices of preparing, producing, and disseminating public information
  • Principles and practices of event planning and scheduling
  • News media sources and resources
  • Techniques in planning press conferences, events and media news releases
  • Media relations and broadcasting techniques, and applicable laws, statutes, codes and ordinances
  • Protocols and practices of public relations
  • Video and still photography techniques, digital camera operation, and related equipment
  • Computer equipment and software applications related to assignment.
  • Equipment maintenance practices and methods.
Skill in:
  • Writing effective, high quality, and informative public information copy for a wide variety of uses such as press releases, news stories, public interest stories, newsletters, and pamphlets
  • Planning, directing, organizing, and coordinating the police department's media and public relations activities
  • Providing communication to the public on departmental functions and issues
  • Preparing and presenting oral and written press releases to diverse audiences and effectively representing the City and the department
  • Making public presentations to the media on-camera and on-radio
  • Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals with established guidelines
  • Maintaining confidential information learned through the normal course of work
  • Communicating clearly and concisely, both orally and in writing
  • Operating computer equipment and software applications related to assignment
  • Establishing and maintaining effective working relationships.
  • Working with various cultural and ethnic groups in a tactful and effective manner.

Minimum Qualifications

Education and Experience:
Bachelor's Degree in Public Administration, Public Relations, Journalism, Communications, or a closely related field.

Or

One (1)year of experience Public Relations or other related experience.
Licenses, Certifications, and Equipment:A valid State driver's license is required.
