JOB DESCRIPTION

Salary Grade: G10Minimum Midpoint Maximum$44,728 - $59,265 - $73,801

Personnel in this job title may be covered by NERC CIP cyber security standards. If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

SUMMARY:Under direct supervision, assists with the designs, estimate preparation, maps and assembles construction work order packages for distribution, construction, transmission, and maintenance projects applying some degree of technical and engineering knowledge.

ESSENTIAL DUTIES AND RESPONSIBILITIES:Assists in the design of projects for the installation of line extensions, system reliability, and maintenance of electric facilitiesPrepares resource and cost estimates and assembles construction packageCoordinates activities, such as right-of-way, permits, environmental screenings, etc., related to the projectPrepares and administers all customer line extension, contracts, including refunds for II and Sr. levelsPrepares design, obtains "as builts" from C&M department, files manuallyMay be responsible for reconciliation and closing of all work ordersStays current on technology, policies, and proceduresSolves minor technical issuesMay perform in the role of an expeditor: coordinating initial customer contact for new electric service installation, removals, relocations, generating customer line extension requests, and processing electric service/yard line ordersOther duties as assignedCOMPETENCIES:

Ability to interpret field notes into a design and estimateKnowledge to apply engineering and technical principles by designing routine electric distribution and transmission system projectsGeneral knowledge in electric theory and design, with basic knowledge of the operation of the other utilityKnowledge of established PNM policies, procedures, and guidelinesDemonstrated knowledge and experience in utility design or construction for similar types of projects in the departmentKnowledge of the rules and regulations that drive Company policies, which may include DOT, PRC, NEC, NESCAbility to provide sustained high levels of effective and efficient customer service by resolving customer inquiries and/or complaints in a professional/courteous mannerQUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:High school diploma or GED with five to seven years of experience, or equivalent combination of education and/or experience related to the discipline.VoTech Drafting & Advanced math skills, GIS mapping, Autocad, Algebra I or equivalent experience.

CERTIFICATES, LICENSES, REGISTRATIONS:Must possess a current, legally valid driver's license and meet the company's driving record requirements.

SUMMARY:Under minimal supervision, designs, prepares estimates, maps and assembles construction work order packages for distribution, construction, transmission and maintenance projects applying technical and engineering knowledge. May assume lead role for designer group.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Designs all varieties of complex projects such as residential, commercial, industrial, large power and system improvementsResolves complex complaints including large customer, large generation, industrial, commercial, PRC, and Sr. VP regarding voltage, service, and/or damagesCoordinates complex functions, which vary by area. Complex electric is typically large customer outages, generation design, large industrial and/or commercial projects, major system improvements, and highway relocations. Complexity in other areas involves managing the customer interface in lieu of a Project Leader on all various scopes of jobs.Undertakes complex special assignments as directedPrepares resource and cost estimates and assembles complex construction packageTeams with SDP PM for all P3 resourcesCoordinates and assesses activities such as right-of-way, permits, environmental screening, etc., related to the projectObtains permits, reviews other designers' workPrepares all customer line extension contracts. Reviews other designers work as neededPrepares and reviews design, obtains "as builts" from C&M department, files manuallyMay direct the reconciliation of all work orders and variance WO as neededProvides training and technical assistance to other Designers, and helps establish training needs for other team membersStays current on technology, policies, and proceduresTakes an active role in making changes to policies and technologiesSolves complex technical issues, multiple-tasks, and multiple projects without direction from Senior EngineersEquates/trains others on the resolutionAssumes a lead role to other Designers and may assume role as Project Leader when necessaryMay perform in the role of an expeditor: coordinating initial customer contact for new electric service installation, removals, relocations, generating customer line extension requests, and processing electric service/yard line ordersOther duties as assignedCOMPETENCIES:

Ability to interpret field notes into a design and estimateExpert ability to apply engineering and technical principles by designing complex electric distribution system projectsAbility to work with Engineering to guarantee system reliabilityExpertise in advanced design, for example: large commercial shopping centers with major anchor stores, industrial customers, network systems, system improvements, large subdivisions that require a system improvement to provide power involving three phase and single phase design, network systems, small commercial, large distribution, large outage, and major upgrades or redesign for joint use collocationsDemonstrated ability to coordinate projects and assume the role of Project Leader using SDP for P3 workBroad, applicable, advanced knowledge in electric theory and design, and code compliance with basic knowledge of the operation of the other utility where applicableExtensive knowledge of established Company policies, procedures, and guidelines, including right-of-way and environmental assessmentExpert knowledge and experience in utility design or construction for typical projects in the department. QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:High school diploma or general education degree (GED) with five to seven years of experience, or equivalent combination of education and/or experience related to the discipline.VoTech Drafting & Advanced math skills, GIS mapping, Autocad, Algebra I or equivalent experience.Business needs dictate that the incumbent must routinely perform the identified tasks 75% of the time.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. In-depth networking with other internal departments.
