General Statement of Job Under minimal supervision, performs high-level technical work improving organizational effectiveness through a comprehensive professional communication and community engagement program that informs and engages the Board of Supervisors, government employees, media, and the general public about Spotsylvania County's plans, needs, programs, and activities. This includes developing targeted digital communications programs, as well as managing the organization's websites and other content management systems, digital communications platforms, and related applications. Responsibilities include overseeing, developing, managing, and maintaining the day-to-day operations of the County's websites, intranet, and other content management systems, emergency alert systems, community information systems, social media, and other digital communications platforms, and related applications. Leads training for staff and partners who manage and maintain department websites, and other related platforms and applications. Prepares, executes, and manages transitions and upgrades. Utilizes digital analytics to understand, improve, and communicate the functionality of programs and systems. Acts as the county's point of contact and liaison with all related vendors, partners, and county staff to ensure smooth operations between parties and successful completion of projects. Coordinates the planning, maintenance, and accessibility of the content of the County's websites, intranet, and other content management systems, digital communications platforms, and related applications, to establish and protect the continuity of the County's online presence and branding, while incorporating all relevant laws and regulations. Develops, implements, administers, and maintains approved policies and procedures related to these various websites, platforms, and applications. Reports to the Director of Community Engagement and Tourism and may supervise support staff. This position is essential. Personnel occupying this position may be scheduled to work regardless of weather conditions and/or when general County offices are closed.
Special Duties & Responsibilities
Supports the Director of Community Engagement and Tourism in developing and implementing the digital communications plan to advance the County's mission and broaden awareness of its programs and services. Oversees, develops, manages, controls, serves as the project manager, and administers all aspects of the County's websites, intranet, and other content management systems, digital communications platforms, and related applications. Develops and articulates the overall focus and concept for the County's websites and other content management systems in keeping with departmental priorities and objectives. Provides user support, training, and account management including working with content contributors, vendors, and other associated parties to ensure the website is up-to-date and information is timely and accurate. Expertise with domain management and ability to work with vendors, County departments, and other support organizations on domain issues, such as acquisitions, transfers, or redirects. Assist with renewals and purchases of domain names and SSL Certificates for the Office of Community Engagement. Oversees related vendor relationships and serves as the point of contact and liaison for the department and the County. Participates in setting organizational web and digital strategy. Defines website and content management systems architecture and overall site structures. Provides overall design and implementation in coordination with the vendor. Furnishes programming, graphics, editing, and authoring support. Develops and implements application enhancements, plugins, chatbots, integrations, etc. Develops and communicates website usage and security policies and standards to all users, vendors, and partners. Provides setup, maintenance, and support of user accounts for the County's websites and other content management systems, digital communications platforms, and related applications. Provides ongoing and reoccurring training to users. Provides guidance to content managers and creators through onsite and virtual training, regular meetings, and policy and procedure documents. Measures progress of tasks and projects as they relate to department strategies and goals; monitors accuracy and consistency of content through the use of language, imagery, media, and target deliverables; adjusts content, project deliverables, and goals as necessary to align with the County's brand. Works with program area contacts, both as a group and individually, to develop specific plans for their participation in developing the County's websites and other content management systems, digital communications platforms, and related applications. Investigates new web features and tools for authoring documents, expanding online offerings, artificial intelligence technologies, and other tools, while managing and maximizing accessibility of the County's websites and other content management systems, digital communications platforms, and related applications. Provides "Help Desk" service for those who work on the County's websites and other content management systems, digital communications platforms, and related applications, that the Office of Community Engagement oversees. Develop, implement, and adhere to regular website policies and procedures, appropriate use, and privacy policies Perform periodic website audits. Monitor and report on website traffic and performance. Prepare detailed reports on the performance of the County's websites and other content management systems, digital communications platforms, and related applications for county departments, and partner organizations as assigned. Supports the community engagement and tourism initiatives through research, writing, editing, photography, video production, graphic design, and updates to the County's websites, and other content management systems, digital communications platforms, and related applications. Supports the web publishing function at the Emergency Operations Center or other locations during declared emergencies. Assists with internal and external communications for the Office of Community Engagement and Tourism as assigned. Ensures continuity of local government branding. Develops, maintains, and monitors budgets that support projects for the County's websites and other content management systems, digital communication platforms, and applications related to the community engagement function. Prepares department-related invoices, check requests, and payments for processing utilizing the County's standard operating procedures and ensuring timely payments to vendors and partners following all county guidelines. Attend various meetings as necessary. Maintains an awareness of new products, applications, technologies, trends, and advances in the profession; reads professional manuals and publications to increase knowledge of computer operations, programming, and other related technical work; participates in product training or continuing education activities. Attends workshops, seminars, and training sessions as appropriate. Provides assistance to other employees or departments as needed. Performs other related duties as required. Minimum Training & Experience Bachelor's Degree in Computer Science, Information Technology, Web Development, or related field with three (3) years of experience, preferably in the public sector or with local government; supplemented by three (3) to five (5) years or more previous experience in web content management or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Certified Webmaster certification is preferred. Experience using, administering, and managing Windows Operating System, CivicPlus, CivicClerk, Page Freezer, Text My Gov, Everbridge, Hootsuite, Dropbox, Constant Contact, Canva, social media (Facebook, Instagram, Nextdoor, etc.), Meltwater, and domain management preferred. Must possess a valid Commonwealth of Virginia driver's license. Special Requirements
Comprehensive experience with structuring and implementing interactive corporate and/or government websites. Considerable experience and knowledge in operating, managing, and maintaining websites and other content management systems, specifically CivicPlus, CivicClerk, WordPress, Drupal, and Joomla. Experience and knowledge in operating, administering, and maintaining digital communications platforms, and related applications, such as chatbots, instant messaging, live chat, messaging applications, video conferencing, social media, SMS, email, and blogs. Advanced skills and knowledge using Windows Operating Systems. Ability to work extended hours during emergency / crisis situations. Experience and knowledge of Microsoft Office products and Adobe Creative Suite. Experience with additional web page design software is preferred. Strong understanding of coding languages, specifically HTML, CSS, JavaScript, and PHP. Proven experience with database management such as Microsoft SQL Server, MYSQL, etc. Familiarity with web server technologies like Apache or Nginx. Expertise with domain management and ability to work with vendors and other support organizations on domain issues, such as acquisitions, transfers, or redirects. Strong knowledge of search engine optimization and web security practices. Experience with Google Analytics desired. Experience with cloud services.
