The City/County Association of Governments of San Mateo County (C/CAG), a Joint Powers Authority, is seeking qualified applicants for the position of
C/CAG Program Director .
Under the direction of the Executive Director, the C/CAG Program Director plans, organizes, directs, and coordinates activities and programs related to transportation and mobility, balanced growth, and climate resiliency for the County.
This management position will: Provide technical and administrative support to the City/County Association of Governments of San Mateo County (C/CAG) on transportation and related issues. Coordinate projects with the cities and towns within San Mateo County and the County, as well as outside agencies. Manage budgets related to all assigned projects and programs. Develop and execute C/CAG plans and objectives. Exercise leadership of diverse professional, technical, and clerical staff through subordinate management and/or supervisory personnel. Coordinate activities with all 21 local jurisdictions, as well as other transportation agencies in the county, the Bay Area region, and the State.
IDEAL CANDIDATE The ideal candidate will have five years of managerial experience ideally in the transportation or a related field, will have experience in city or regional planning, and will have familiarity with transportation policies. The ideal candidate will also have experience with funding management and will have knowledge of governmental procurement principles and experience with contract negotiation, preparation, and administration. In addition, the ideal candidate will have knowledge of and experience with the state legislative process.

A relationship builder who can effectively represent C/CAG to other departments, agencies, public bodies, Regional/ State/ Federal agencies, and the California Legislature.
C/CAG The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager.
C/CAG was initially formed to address common issues among members, to adopt and implement state mandated countywide plans and programs including Congestion Management, Airport Land Use Compatibility, and integrated solid waste management. Over time, it has evolved to address several additional issues that affect the quality of life of the community, including transportation planning and sustainable communities, stormwater runoff, transportation/housing linkage, and climate change. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future.

Duties may include, but are not limited to, the following: Provide technical support and recommendations to the C/CAG Board in the formulation and implementation of transportation policy, funding, programming, planning, and projects. Act as staff liaison to C/CAG committees as assigned by the Executive Director. Provide technical support and analysis to the C/CAG Board on transportation-related issues including housing and land use. Work on assignments that are highly complex and sensitive in nature, where substantial judgment and initiative are essential. Procure, manage, direct, and monitor consultant services, including contract negotiation and invoice processing. Monitor and ensure effective internal controls are in place for projects and programs to ensure compliance with all applicable federal, state, and local laws and regulations. Recruit, develop, supervise, and evaluate staff and ensure timeliness and quality of staff work products. Apply for and administer grants and manage grant-funded projects. Represent CCAG in federal, state, regional, and local transportation or housing-related task forces, work groups, and committees. Work in collaboration with C/CAG member agencies and partner agencies to ensure customer satisfaction, as well as, to represent C/CAG's best interests. Analyze transportation-related policies and proposed legislation, recommend positions to be taken by C/CAG and maintain liaison with officials in the legislative and other governmental offices to further C/CAG goals, objectives, and interests. Coordinate among C/CAG member agencies, the Metropolitan Transportation Commission (MTC), the Association of Bay Area Governments (ABAG), the California Department of Transportation (Caltrans), and the California Transportation Commission (CTC) regarding transportation projects, programming, and allocation of funds. Supporting major C/CAG projects and programs such as the C/CAG Smart Corridor, the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA), and other major transportation programs of countywide significance. Provide staffing support to SMCEL JPA including, but not limited to, contract and procurement. Assist the Executive Director in strategic planning and organization management and participate as a member of the senior management team in the development and implementation of organization-wide policies and programs that will contribute to its overall success. Oversee and participate in selecting, training, motivating, and evaluating personnel and contractors and recommend and implement personnel actions, such as promotions, transfers, discharges, and disciplinary measures. Administer and manage C/CAG funding programs such as Measure M funds, OneBayArea Grant (OBAG), Transportation Development Act (TDA) Article 3, Transportation Fund for Clean Air (TFCA), Lifeline Transportation program, State Transportation Improvement Program (STIP), as well as other federal, state, and regional-funded programs such as those authorized by SB1 and RM3 as they relate to C/CAG. Maintain and track program and project budgets, review accounting/financial reports from C/CAG Fiscal Agent and reconcile differences, and act as a direct liaison for financial audits on responsible programs/projects. Develop and recommend strategies and priorities on transportation, movement of people and goods, traffic congestion relief, and associated strategies as they relate to housing and land use. Develop and implement plans and programs such as PDA Investment and Growth Strategy, Countywide Transportation Plan, Congestion Management Program, Countywide Pedestrian and Bicycle Plan, and transportation maps and coordinate between the region and San Mateo County on the development and implementation of Plan Bay Area and associated activities. Coordinate with Bay Area County Transportation Agencies (BACTA) and regional and state agencies on the development and implementation of policies, programming, and project delivery. Assist member agencies on the programming and delivery of federal and state-funded projects. Create goals and strategies that support C/CAG's vision and management philosophy. Plan, direct, manage, and support C/CAG-sponsored and C/CAG-supported projects and work with involved agencies and consultants to ensure timely and cost-effective delivery of these projects. Coordinate with federal, state, regional, and local agencies to ensure compliance with pertinent administrative requirements. Perform related duties as assigned. Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
A typical way to qualify is five years of increasingly responsible managerial experience preferably in the transportation field.
Knowledge of:
Principles and practices of public administration and program management, including planning, implementation, and evaluation. Principles and practices of governmental procurement principles, and contract negotiation, preparation, and administration. Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures. Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs. Local and state legislative processes and the “key players” within those processes.
