SUMMARY:

This position will strengthen Teton County’s ability to deliver services by leading engagement, research, and design across key initiatives. This position is responsible for leading and advising on County public participation and engagement initiatives by working with departments to research, design, deliver and evaluate strategies, and report on outcomes. This position plays a central role in designing, delivering, and analyzing participatory processes resulting in improved decision making.

Primary Duties And Responsibilities:

Lead the design and facilitation of human-centered research and engagement processes, including interviews, focus groups, surveys, and participatory design workshops. Conduct qualitative and quantitative research to understand user needs and behaviors. Review and compile the data collected from public engagement and assist departments and/or the project manager with data analysis. Monitor and analyze public feedback and engagement metrics to measure the effectiveness of engagement efforts and identify areas for improvement. Create and deliver design artifacts, visuals graphics, and data visualizations to inform policy and decision-making. Develop and maintain a database of contacts related to citizen outreach, business outreach, and specific project and/or outreach to affected groups. Coordinate and execute informational and/or public meetings, focus groups, committee meetings, and neighborhood meetings as they relate to public engagement, research, and user-experience design for projects. Work with departments and/or project managers to create, coordinate, and execute public engagement plans for a variety of County projects. Plan objectives; aid in the process of identifying affected groups and interested parties; identify appropriate tactics and mediums to best inform and reach target audiences. Create opportunities for meaningful feedback and inclusion that promotes, supports, and integrates community involvement into County governance. Ensure the county’s overall public engagement strategy is inclusive of all community members. Work with departments and/or project managers to create outreach communications in the form of project newsletters, surveys, and other communications opportunities. Network and build relationships with businesses, government entities, and non-government organizations to enhance research and collaboration. Support the relationship between Teton County staff and the public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintain confidentiality of work-related issues and County information; perform other duties as required or assigned. Minimum Qualifications: Bachelor’s Degree in User Experience (UX) Design, Design, Communications, Marketing, or closely related field. Two years of experience delivering user experience design, public engagement or related concepts; experience with research participants; strong portfolio of human-centered design work. Or equivalent combination of education, training, and experience. Required Licenses And Certifications: May be required to possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record. Required Knowledge Of: Principles and best practices in human-centered design, communications, public engagement, public relations, and stakeholder relations. Principles and practices of an end-to-end design process including discovery, research, design, prototyping, and launch. Principles and practices of meeting facilitation and stakeholder management. Required Skills In: Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during work; communicating clearly and concisely. Strategic thinking, advanced problem solving, and conflict management skills. Advanced writing, verbal, and visual communication skills with a focus on presenting complex information in plain language suitable for a variety of audiences. Operating a variety of standard office equipment and a laptop computer and utilizing standard software including word processing, spreadsheets, database, and a variety of specialized software. Maintaining a professional demeanor and attitude. Assessing, prioritizing, and completing multiple tasks and meeting multiple demands simultaneously. Preparing clear and concise reports and other professional documents and correspondence. Following established protocols and procedures. Maintaining accurate records and logs. Interacting tactfully and professionally with County staff, outside agencies, and the public. Working efficiently both independently and as part of a team. Maintaining composure in stressful situations. Physical Demands/Work Environment: Work is performed in a standard office environment and throughout the community when facilitating meetings and events. Some work may require moving materials for public events. May require being in an outside environment. Some evening work is required. Seniority level:
