Mission: DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. The OIC, located within the Department of Homeland Security’s (DHS) Science and Technology Directorate (S&T), uses a combination of capabilities, authorities, and partnerships to maintain an organic suite of science and engineering capabilities and perform enduring research. We are seeking a Senior Public Relations Specialist: The Contractor shall: Provide day-to-day support for strategic communications outreach to stakeholders, and advise on plan development, improvements, optimization, or support efforts, to include newsletters, informational booklets, and both secure and public-facing DHS website. Lead the development of communication strategies, plans, campaigns, and outreach. Conceptualize, design, and execute responsive and interactive digital publications as required (annual reports, strategic plans, fact sheets, brochures, etc.) for delivery across multiple platforms, including web, mobile, social media, and intranet sites. Gather, analyze, and compose complex technical information. Coordinate and facilitate timely communication and outreach efforts with internal and external stakeholders. Conduct research and ensure the use of proper technical terminology. Translate technical information into clear, readable documents to be used by technical and non-technical personnel. Select or create visual design, images, graphics, briefings, and animation including typography, visual concept, Internet designs, interactive platforms, and documentation. Provide data visualization support as needed. Work with S&T’s Communications and Outreach Division (COD) and the Office of Strategic Engagement and Analysis (OSEA) Division to develop and implement targeted content strategies for creating, managing, and delivering interactive content and responsive digital designs to attract new users. Serve as one of the OIC Front Office Lead Communications POC and coordinate with peer colleagues across OIC and with the S&T COD. Develop original design and production of visual presentations, including draft briefings, posters, newsletters, websites, and other communications devices, in collaboration with the editor, subject matter experts, and clients, and adapting products based upon feedback from strategic leaders. Coordinate and facilitate timely communication and outreach efforts. Perform outreach support, coordinating and responding to full response package inquiries, aiding in continued communications with internal and external stakeholders. Understand and perform technical edits of documents, including style and grammar. Qualifications

REQUIRED SKILLS AND KNOWLEDGE: Must be a US Citizen Must be able to obtain a SECRET Clearance and DHS Suitability Either a bachelor’s degree and 15 years of relevant experience or a Master’s degree and 8 years of relevant experience. Demonstrated ability to “hit the ground running” by working independently to understand the customer’s existing state and deliver value quickly. Demonstrate extensive knowledge of the principles, practices, methods, and techniques associated with the communications and the development and production of original graphics, and visual information programs. Must have graphic design experience. Must have branding and marketing experience. Demonstrated ability to interact comfortably with Government Executives and federal staff at all levels in the organization, on a day-to-day basis. Excellent written and verbal communication skills, with the ability to clearly communicate technical concepts to both technical and non-technical users and strong knowledge of and experience in using Microsoft Office Suite. Demonstrated aptitude for thought leadership, complex problem solving, and incorporating innovation that leads to desired outcomes. Ability to respond promptly to requirements and tasks with stringent deadlines in a demanding and evolving environment. Shall present and project professionally in demeanor, comportment, and dress in person and in the virtual environment. PREFERRED QUALIFICATIONS: Experience working in a fast-paced, scientific, and analytical environment. Experience supporting homeland security missions. Demonstrated executive level experience. Demonstrated outreach analysis and engagement support in the homeland security mission space. Client Engagement Build a productive relationship with clients and stakeholders to understand organizational structure and goals. Partner day-to-day and side-by-side with the joint federal and contractor team to provide perspectives and insights. Bring your technical knowledge and client engagement perspectives to develop opportunities for expanded work for you and your colleagues by developing white papers, marketing content, and contributing to proposal development.
