About the Role:
The Workforce Development Manager serves as a leader supporting the mission of the Department of People and Teammate Experience. This role is responsible for strategically leading workforce development initiatives that enhance employees' skills while fostering inclusive talent pipelines that attract and retain a diverse workforce for IndyGo. This leader will help design innovative programs that create clear career pathways, strengthen community partnerships, and expand access to workforce opportunities in collaboration with local agencies, educational institutions, and industry partners. By integrating community engagement with cutting-edge workforce strategies, the Workforce Development Manager will play a pivotal role in developing sustainable talent solutions that support organizational growth and strengthen Indianapolis’ transit workforce.
Minimum Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- At least 3 years of experience in workforce management or community engagement.
- Strong understanding of labor laws and workforce development practices.
Preferred Qualifications:
- Master's degree in a relevant field.
- Experience in the transportation and warehousing industry.
- Proven track record of successful community outreach and partnership development.
Responsibilities:

- Establish and maintain partnerships with community organizations, workforce development agencies, educational institutions, and local businesses to create inclusive career pathways including DOL.
- Lead community outreach efforts to engage underrepresented populations and connect them with employment and training opportunities at IndyGo.
- Represent IndyGo at workforce development events, job fairs, and community forums to drive awareness of career opportunities and promote transit careers.
- Design and manage workforce readiness programs that reduce barriers to employment and increase accessibility for job seekers, particularly from marginalized communities.
- Collaborate with community-based organizations to provide wraparound services, such as transportation assistance, childcare support, and career coaching, to improve employee retention and success.
- Establish key performance indicators (KPIs) to assess the effectiveness of workforce development initiatives.
Skills:
The required skills for this role include strong analytical abilities to assess workforce data and trends, which will be utilized to make informed decisions about staffing and training needs. Excellent communication skills are essential for engaging with community organizations and building partnerships that support workforce initiatives. Leadership skills will be applied to manage and motivate teams, ensuring that employees are equipped with the necessary training and resources. Additionally, problem-solving skills will be crucial in addressing workforce challenges and implementing effective solutions. Preferred skills, such as project management and strategic planning, will enhance the manager's ability to execute initiatives that align with both organizational goals and community needs.
