WSP is seeking a Program Manager/Technical Director - Environmental Engineer to join our Earth & Environment Federal team in San Diego, CA. We are looking for a candidate with significant consulting experience and technical expertise who is excited about the opportunity to be a part of a growing organization. The selected candidate will provide subject matter technical support and leadership for a broad range of environmental engineering services including environmental compliance, water/wastewater engineering, water resources, stormwater management, and hazardous waste management.
Your Impact Provide leadership and drive sustainable growth of the California Navy Environmental portfolio (compliance and remediation).
Represent WSP to the client with a positive, relationship-oriented, solutions-delivery approach by leveraging the depth and breadth of our environmental capabilities.
Expand the relationship base within NAVFAC SW, NAVFAC NW, and NAVFAC Pacific and help diversify across other federal agencies (USACE, Air Force, Civilian Agencies).
Identify and drive strategic opportunities for sales and revenue growth across the entire WSP federal portfolio.
Lead or assist in leading pursuits of new contracts, including development of capture plans.
Lead or assist in preparing major proposals and/or task order bids.
Foster relationships with partners, small businesses, and internal stakeholders to unlock collaborative opportunities.
Project manage environmental compliance and civil/environmental engineering projects primarily for Federal clients, including Navy, Air Force, Army, and other civilian Federal agencies, ranging from $100K to $2M. Lead larger-scale engineering projects, ensuring team members know their responsibilities, managing budgets, monitoring events, tracking hours and expenses, supervising subcontractors, contracts, and staff.
Oversee data collection efforts, including sampling and analyzing environmental data from various matrices such as air, soil, water, sludge, etc.
Perform complex compliance projects, water supply facilities, pollution sources, site condition assessments, and underground/aboveground storage tanks to ensure regulatory conformance.
Review permit applications, engineering designs, plans, specifications, and contracts for compliance with regulations and standards.
Meet with Federal entities to discuss environmental issues and programs.
Ensure technical reports and presentations clearly communicate research findings and recommendations.
Develop action plans for pollution, corrosion, hazardous waste, and environmental control programs.
Build a client base for high-level environmental engineering services and identify new business opportunities.
Mentor staff for professional growth and stay current with environmental engineering techniques.
Collaborate across disciplines to provide innovative solutions for clients.
Adhere to ethical standards and WSP’s policies regarding conduct and resource management.
Perform additional duties as needed.
Who You Are Required Qualifications
Bachelor’s degree in Civil or Environmental engineering from an ABET-accredited university.
Experience in Program Management (> $20M programs) and business development.
12+ years of relevant post-education experience in civil or environmental engineering. A Professional Civil Engineer license in California is highly desired.
Proficiency with engineering principles, environmental compliance, and project management.
Strong knowledge of environmental laws, regulations, and compliance practices.
Experience with environmental permitting, treatment systems, and regulatory applications.
Excellent interpersonal and communication skills for interacting with clients, regulators, and team members.
Ability to guide and lead project teams and mentor junior staff, with strict QA/QC adherence.
Proficiency in technical writing and preparing complex technical documents.
Strong critical thinking and problem-solving skills using data analysis and testing results.
Experience managing programs and projects, including contracts, scope, schedule, and budget.
Effective coordination of subcontractors and team members, ensuring safety and efficiency.
Commitment to workplace safety and adherence to company policies.
Flexibility to work various schedules and adapt to changing priorities.
Willingness to travel occasionally based on project needs.
Preferred Qualifications:
Master’s Degree in Engineering.
Basic First Aid and Adult CPR training preferred.

Expected Salary (all locations): $146,700 - $226,050
