Under the direction of the Commissioner of Engineering and Construction, the Section Chief is responsible for coordinating and assigning workloads to support staff including, but not limited to, the Bureau of Sidewalks, Plats and Surveys, Design, Construction, and Bridges and Docks. Supervises work performed by staff and makes recommendations for improving efficiency and production within the Division. Identifies problems, provides troubleshooting assistance, and assists with finding solutions and resources to resolve problems in a timely manner. Performs other job-related duties as required.

A Bachelor's Degree in Engineering, Public Works Administration, or a closely related field from an accredited four-year college or university is required. Eight years of full-time paid experience in bridge and road construction is required. Must have a valid State of Ohio Professional Engineer's License. A valid State of Ohio Driver's License is required. For the Surveys Section: A Bachelor's Degree in Surveying, Civil Engineering, or other related field is required. Must be licensed as a Surveyor by the State of Ohio. Eight years of full-time paid Surveying experience with at least three years of supervising others is required (can include experience as a Surveyor Intern). A valid State of Ohio Driver's License is required. Must have GIS experience; Cuyahoga County GIS experience is preferred. Experience in researching records, property deeds, recorded plats, and other related documents is required. Must have strong proficiency in Microsoft Office, Microsoft Word, and Adobe Reader. Must be proficient in AutoCAD Civil 3D and Carlson Survey Software. Detailed Job Responsibilities: Candidates should have a demonstrated ability for capital project planning and procuring grant funding from various federal, state, and local agencies. Candidate should be detail-oriented and possess strong leadership and motivation skills. Evaluate the condition of existing road and bridge infrastructure for capital planning purposes. Prepare and maintain an inventory of all streets and bridges for maintenance. May oversee the annual safety inspections for City-owned bridges. Prepare and update the Capital Improvement Program for road and bridge projects. Work with the City law department to develop legislative documents to support road and bridge projects. Work with the City law department to develop consultant contracts. Prepare requests for proposals and select consultants for professional engineering and planning services. Manage design consultants and monitor project budgets. Perform in-house designs for roadway and bridge repair projects. Review construction plans and contract documents for infrastructure projects, including ODOT, Cuyahoga County, GCRTA, Cleveland Metroparks, as well as private developments. Prepare plans and specifications for bidding. Oversee the bidding process. Review plans for street opening permits by public and private utilities (CWD, WPC, NEORSD, and others). Act as representative for the Bridge Program Managing responsibilities, as required by the Federal Highway Administration.
