Technical Writer

Job Summary: Responsible for writing and/or editing technical documents, including but not limited to business proposals, reports, user manuals, briefings and presentations, functional descriptions, system specifications, guidelines, special reports, and other project deliverables to meet contract requirements. Develop outlines and drafts for review and approval by technical specialists and project management ensuring that final documents meet applicable contract requirements and regulations. Research and gather technical and background information for inclusion in project documentation and deliverables. Consult relevant information sources, including library resources, technical and financial documents, and client and project personnel, to obtain background information, verify pertinent guidelines and regulations governing project deliverables to ensure all documentation maintains standards of best practice. Key Responsibilities: Determine the needs of end users of technical documentation. Organize and write supporting documents for products, technology, policy, services in line with ITIL best practices. Use photographs, drawings, diagrams, animation, and charts that increase users' understanding. Select appropriate medium for message or audience, such as manuals or online content. Maintain documentation in appropriate repositories and organized in a fashion that is accessible and usable by personnel. Ensure, at a minimum, a yearly review of all documentation. Perform updates to any documentation between yearly reviews as necessary because of technical or process changes or improvements. Perform all work such that further grammar and spelling edits are not required after submission of documents to government personnel. Perform any required research to gain an appropriate level of understanding of the concepts to be conveyed. Participate in any additional activities which are in direct support of actions required within this Task. Work closely with staff including federal employees and operational contractor support staff. Create and edit technical documentation for the Directorate supporting operations. Support requirements gathering, meeting facilitation and documentation reviews. Research and test web-applications to gather content and confirm documentation accuracy. Prepare written content and diagrams to articulate technical IT Services information for varied customers. Manage the development and presentation of complex information converting it to understandable terms for different levels and interests of audiences. Overall responsibility for editorial review, readability analysis and copy-editing of audit reports, correspondence, internal documents, and other materials used by a variety of stakeholders. Review and document business workflows create requirements documentations, workflow diagrams and training documentation. Assist in the day-to-day development and tracking of project schedules that will be used to manage IT projects. Monitor existing business processes and identifies and makes recommendations to address any identified issues. Edit, standardize, or make changes to material prepared to ensure that documentation meets established standards and is comprehensive in its coverage of the subject area. Maintain and update business documentation and provides ongoing support of applications software. Responsible for creating and maintaining library of User Manuals, Job Aids, Standard Operating Procedures, Memos, Meeting Minutes, Statement of Work, System Security Plans, Information Technology Policy and all associated Assessment and Accreditation. Responsible for all change control on documentation. Other duties as assigned. Required Qualifications: BS/BA degree in related field and 2 years of related experience. Active Top Secret with eligibility to obtain Sensitive Compartmented Information Facility Clearance.
