Highlands Consulting is seeking a Proposal Writer with at least 5 years’ experience writing and coordinating public sector proposals, to contribute to our close-knit team based in Sacramento, California.

What You Will Do
You will be exposed to a wide variety of government clients, programs, and consulting services. Proposal volume fluctuates based on funding, client needs, and deadlines, requiring flexibility. This position is an hourly non-exempt classification with flexible scheduling between 20-40 hours per week. As a Proposal Writer, you will:
- Analyze Request for Proposals/Request for Offers
- Craft questions to clarify the client’s need(s).
- Develop a proposal schedule and track task completion.
- Establish the proposal outline/structure.
- Write or tailor existing narrative in a persuasive manner.
- Develop visual elements and layouts.
- Complete required forms.
- Ensure proposal compliance with the RFP.
- Conduct quality assurance before final submission.
- Report to an experienced Business Development Director for continuous training and mentoring.
We focus on delivering quality proposals that offer value to our clients, instead of meeting sales quotas.
Who You Are
We are seeking professionals who possess the following:
- Minimum 5 years of government proposal writing experience.
- Excellent communication, writing, organizational, and time management skills.
- Strong attention to detail.
- Experience with State of California procurement methods and rules.
- Ability to learn quickly about new government programs, services, and capabilities.
- Ability to work both independently and contribute as a member of the team.
- Ability to collaborate with all client levels, including executives, managers, and staff.
- A Masters’ degree (MBA/MPA/MPP) is not required, but desirable.
