About The Position
This is management level administrative and professional technical work in planning, managing, and directing the staff, operations, performance, system maintenance, and services of the Geographical Information Systems (GIS) Division. Performs duties with considerable latitude for independent judgment involving system, projects, program operations and management in compliance with Policy and OIT management directives. Work requires collaboration with other tech specialty groups in OIT and is essential in working with agencies in developing maps and reports. Work is performed under the general supervision of the Digital Gov Director and evaluated in terms of goals achievement and overall program management.
About The Agency
The Office of Information Technology (OIT) provides support for all of the agencies, departments, and branches of County government. The OIT Service Desk provides information technology support and maintenance services to Prince George’s County personnel. The Office of Information Technology is wholly dedicated to aligning technology efforts to support the strategic goals of the County.
Examples of Work
- Manages the development, implementation, integration and operation of the County's GIS platform, data and mapping operations.
- Plans, organizes, and coordinates the activities of the GIS staff.
- Provides technical assistance to staff.
- Works with County agencies to determine and execute the utilization of GIS apps and geospatial data; recommends architecture, provides technical assistance and training.
- Develops and recommends GIS policies, procedures and applies for County-wide coordination and implementation.
- Briefs GIS programs, progress and initiatives to staff, agencies, and senior management.
- Ensures products are ADA compliant.
- Serves as County expert for GIS information and provides direction concerning GIS products, applications, other design tools, and supporting infrastructure.
- Leads strategic planning to identify GIS solutions, assess new technologies, and evaluate innovative approaches for consideration and implementation.
- Manages GIS applications and databases.
- Oversees the update and maintenance of GIS datasets.
- Ensures system and app maintenance.
- Store, manage, analyze, edit, output, and visualize geographic data.
- Works with OIT divisions in designing and integrating GIS with applications, WEB and Data disciplines.
- Develops maps and location data supporting County initiatives and legislation.
- Provides direction expanding web-based GIS products and solutions.
- Manages planning, converting and transitioning applications, and technologies into web accessible products.
- Performs supervisory responsibilities in accordance with County policy and administrative procedures.
- Works with the OIT Fiscal and Administration division in determining annual funding needs for sustaining services and capabilities.
- Works with OIT contracts manager in managing GIS contracts assigned contracts.
- Approves invoices for work performed in accordance with County standards for prompt payment.
- Fully participates as a member of the OIT management team, advising and participating in OIT programs, projects and events.
- Stays abreast of trends, new information, and knowledge and skills in field of expertise.
- Establishes and maintains beneficial working relationships with other OIT Divisions, County Agencies, government officials and stakeholders.
- Interfaces with and represents the County on committees, Task Forces and settings with the state, other localities, region, organizations, and agencies.
- Uses discretion and always maintains confidentiality in the performance of duties.
- Must be available to work after regular work hours to support projects and system maintenance activities.
- Participate as a critical essential employee in OIT and supports emergency operations activation, COOP, and special activities as required.
- Serves as a model for and adheres to Cyber-security policies and practices.
Qualifications
- Master's Degree in computer science, mathematics, business or public administration, or closely related field.
- At least two (2) years of progressively responsible experience in information technology management, with at least one (1) year of supervisory/managerial experience; or an equivalent combination of education, training and experience.
Preferred Qualifications
- Must be willing to respond to emergency calls.
- Meet all training and performance standards and demonstrate proficiency as required by the agency.
- Data analytics and visualization tools.
- Strong knowledge of ESRI GIS tools, especially ArcGIS Pro, ArcGIS Online, and Spatial Database Engine.
- Experience with MS SQL Server, Microsoft Power BI, or statistical analysis software.
- Preferred programming languages: Python, R, Ruby, PowerShell, JavaScript, C++, C, C#.NET, SQL.
- Strong communication skills and an ability to support customer service requests and collaborate with other GIS users and managers.
