Under general supervision of the Library Director, leads the assigned staff, providing oversight to key projects, processing documentation and coordinating budget operations. Organizes and prioritizes daily work and determines ways to improve efficiency and effectiveness.

ESSENTIAL FUNCTIONS:
- Coordinates, creates and maintains sub-department information for the budget process and updates information monthly.
- Coordinates and manages financial reporting, audit compliance, and related activities with the Finance Division.
- Ensures the integrity and confidentiality of information obtained through paper documents, electronic format, or any other type of media.
- Reviews transactions for adherence to City policies.
- Oversees work activities to ensure compliance with established policies and procedures.
- Serves on a team to manage the use and rental of Library meeting rooms.
- Manages the maintenance, protection, retention, retrieval, and destruction of all Library records; oversees the destruction of records in accordance with the Texas State Library Schedule and the Department/Division Records Retention Plan.
- Prepares annual reports for the Texas State Library and Archives Commission, including the annual application for accreditation.
- Coordinates Library internal functions and evaluates, prioritizes, and directs staff to meet needs.
- Provides support to the Library Director, Assistant Director, and Library Leads team (presentations, forms, meeting minutes, special projects, etc.).
- Assists in the development, management, and monitoring of departmental budget; manages contract billing for services vendors; ensures policy compliance on all revenues and expenditures.
- Assists in policy and procedure development; serves as custodian of Library procedures.
- Facilitates internal department process and procedures training for all new Library staff members and ongoing training for Library staff as internal processes are updated.
- Maintains an understanding of Library policies and procedures, to provide guidance and information for business process development and integration.
- Prepares and maintains agenda items for City Council meetings.
- Serves as event liaison to Friends of the Georgetown Public Library and other community partners for public program logistics.
- May serve as staff liaison for various boards, commissions, or essential functions including coordinating communication between Staff and Board members, preparing meeting materials, coordinating and posting agendas according to the Open Meetings Act, preparing minutes for approval, serving as Secretary of Record and maintaining accurate official records of meetings and actions.
- Represents the Library Department on various committees and coordinates work activities with other City departments.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines:
Associates degree from an accredited college or university with major coursework in Business Administration, Public Administration, or Administrative Analysis. Five (5) years of full-time progressively responsible administrative experience. OR One (1) additional year of experience may substitute for education up to the maximum of four (4) years or any equivalent combination of education and experience may substitute for minimum qualifications.
Preferred Qualifications:
- One (1) to two (2) years’ experience leading similar teams.
Knowledge of:
- Business/financial administration and advanced administrative support practices and procedures.
- Public relations and customer service practices and procedures.
- Research, analysis, interpretation, and report development of complex administrative issues including legal, financial, and survey data.
- Library policies, procedures, and systems.
- City policies and procedures.
- City and State codes and ordinances.
- Record retention laws for public agencies.
- Applicable federal, state and local laws.
- Records management; database management.
Skill in:
- Use of office equipment and various computer software programs, including Microsoft Excel, Word, PowerPoint, Publisher, and Teams; Adobe Acrobat; Monday.com; and Workday.
- Preparing and interpreting procedural manuals, policy statements, technical reports and manual.
- Performing mathematical calculations to calculate budget expenses.
- Interpreting and preparing statistical reports.
- Preparing and reviewing analytical and statistical reports.
- Understanding directives from local and state regulatory agencies and contractual agreements.
- Conducting cost-benefit studies.
- Preparing technical and procedural writings.
- Establishing effective working relationships.
- Leading and mentoring employees.
- Interpreting and explaining policies and procedures.
- Developing and recommending new methods or courses of action to solve problems.
- Developing work priorities from a complex list of needs.
LICENSES AND CERTIFICATION REQUIREMENTS:
Valid Class C Texas driver’s license.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.
Hiring Range: $23.44 - $29.36, hourly.
