Description The City of Oxnard is seeking a talented and creative
Communications Coordinator
or
Senior Communications Coordinator
to lead the creation of dynamic, engaging, and visually compelling digital content. This role strengthens the City's connection with residents, businesses, and stakeholders by crafting effective communication strategies and maintaining a strong digital presence about the services, programs and progress of various public projects throughout the City.
Under general supervision or direction, this position will develop and implement public information campaigns, manage digital platforms, and ensure consistent, high-quality messaging across all communication channels. The Communications Coordinator or Senior Communications Coordinator will provide additional leadership related to digital strategy, content management, and digital governance.
Key Responsibilities:
Communications Coordinator
This role will primarily focus on content creation, social media management, and community engagement at an operational level.
Create and Manage Digital Content: Develop short-form videos, graphics, and social media content. Capture and edit photos and videos at events. Social Media Management:
Manage City's day-to-day social media posting and engagement. Respond to comments and messages in coordination with other departments. Monitor performance metrics and suggest improvements to increase community engagement and reach. Podcast Production:
Assist with scripting, recording, and editing podcasts that highlight City initiatives, programs, and stories of community interest. Support promotion of podcast episodes on social platforms. Community Outreach and Engagement:
Attend city events to capture and post real-time content. Creative and Visual Design:
Design eye-catching graphics, banners, and visuals for use in presentations, social media posts, and other marketing materials. Use tools like Canva or Adobe Creative Suite (Photoshop, Premiere Pro, After Effects) to enhance the quality of video and graphic content. Senior Communications Coordinator
This role will take on leadership responsibilities and be responsible for strategic planning, developing and implementing department goals, and ensuring cohesive messaging across platforms.
Strategic Communications and Digital Content Management:
Develop and implement citywide digital communication strategies for the City's programs, services, and events. Plan, film, and edit video content for use on the City's website, social media platforms, and presentations, ensuring alignment with branding and messaging goals. Work collaboratively with City departments to gather stories, photos, and footage to develop engaging and visually appealing content. Social Media Content Strategy and Management:
Oversee the City's social media platforms, including content scheduling, community engagement, and monitoring performance metrics. Develop a social media content calendar to ensure timely posting of updates, events, and campaigns. Stay up-to-date with emerging social media trends and platforms, incorporating new ideas to keep the City's content fresh and innovative. Podcast Production:
Set direction for storytelling efforts across podcast and video content. Ensure high production standards and diverse representation in multimedia. Record, edit, and mix high-quality audio content for podcasts, ensuring a professional final product. Community Outreach and Engagement:
Act as a liaison between city departments to align communication efforts. Create compelling digital campaigns to promote public events, workshops, and community programs. Collaborate with City departments to produce multimedia content that highlights key initiatives and accomplishments. Design and execute creative strategies to engage with residents and stakeholders through various digital channels. Creative and Visual Design:
Experience with tools including Canva or Adobe Creative Suite (Photoshop, Premiere Pro, After Effects) to enhance the quality of video and graphic content. Ensures consistency, high-level content creation, and daily social media management across all digital communication efforts. DISTINGUISHING CHARACTERISTICS:
Administrative Services Analyst: This classification is distinguished from the Administrative Services Coordinator/Support Supervisor in that it performs professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration. Administrative Services Analyst, Senior: This classification is distinguished from the Administrative Services Analyst in that it performs advanced professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration. May lead professional level staff and may serve as a designated subject matter expert.
SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Administrative Services Analyst: Incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and direction by the Deputy City Manager and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. Administrative Services Analyst, Senior: Receives general supervision and direction by the Deputy City Manager and is expected to prioritize work to meet deadlines and to keep the supervisor informed of any unusual or irregular issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. May supervise paraprofessional staff and less than two professional staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. WORK SCHEDULE:
The normal workweek is Monday-Thursday, 8:00 am - 6:00 pm, and alternating Fridays, 8:00 am - 5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work. NOTE:
The salary range listed on this job flier is for the Administrative Services Analyst. The Administrative Services Analyst, Senior pay range is: $76,245.31 - $128,841.23 annually.

NOTE:
The provisions of this bulletin do not constitute an expressed or implied contract. Any provision contained in this bulletin may be modified or revoked without notice. Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates: Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.
Administrative Leave: Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation: The City contributes 1% to a deferred compensation program. Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee. Health and Dental: Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One
- For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee.
If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two
- For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Holidays: The City observes 12 holidays per year
Life Insurance: City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement: Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year. 01
