Health Services Manager I . The Position The Department of Health Care Services (DHCS) justice-involved CalAIM allows eligible incarcerated persons to enroll and bill Medi-Cal for health care coverage and services received in the 90 days before their release, providing support for reentering the community. The Health Services Manager will plan, organize, direct, and supervise health-related services, leading efforts to develop, implement, and coordinate the CalAIM program within CHS, other Health divisions, the Sheriff’s Office, and outside providers. They will also oversee the program’s integration into the electronic health record (EHR) system for both adult and youth populations. Additionally, the manager will help develop, implement, and evaluate goals, objectives, policies, and procedures related to a defined or specialized health service area; provide staff support to higher-level management; and select, train, and supervise subordinate professional, technical, and clerical staff. Ideal Candidate The ideal candidate will demonstrate the following characteristics: Experience developing, implementing, and coordinating health programs, particularly those aligned with CalAIM or similar state-funded initiatives. Familiarity with electronic health record (EHR) systems, including leading or supporting system integration and optimization for diverse healthcare services. Strong project management skills with proven experience managing timelines, setting priorities, and delivering results. Excellent communication and relationship-building skills, adaptability to changing priorities, ability to meet deadlines under pressure, and flexibility in managing shifting program needs. Ability to evaluate program goals, support data-driven decision-making, and communicate results clearly to diverse stakeholders. Key Responsibilities Reporting to the Director of Correctional Health, the Health Services Manager will exercise direct and indirect supervision over professional, technical, and clerical staff, including consultants and contract service providers. Additionally, the Health Services Manager I will be responsible for, but not limited to ,
the following: Lead contact for our current Electronic Health Record (EHR) Oversee quality assurance data reporting for medical and mental health services, including the creation of reports for regulatory and grant-related purposes. Utilize EPIC data and create customized Excel documents to help staff track key metrics. Serve as the primary contact for reporting issues with EPIC that impact daily use. Act as the lead trainer for both new and existing EPIC users. Serve as lead trainer for adult correctional facility and Youth Services Center mental health staff. Act as the primary contact for CHS mental health contractors regarding EPIC. Develop and implement policies and workflows for EPIC utilization, ensuring compliance with state and CalAIM regulatory standards. Coordinate with external partner agencies—such as Santa Clara County Jail, San Francisco Department of Health, and HealthRIGHT 360—regarding communication development within EPIC systems. Coordinate with community agencies regarding EPIC CareLink access. Review Microsoft Power BI dashboards to ensure data management aligns with policy and state regulatory requirements. Program Management of DHCS CalAIM Initiative Support the CHS Director in ensuring compliance with CalAIM regulatory requirements. Create policies and workflows for medical, mental health, and medical office assistant duties to meet CalAIM standards. Serve as the primary contact with EPIC Project Managers to ensure CalAIM requirements are integrated into the system. Collaborate with the San Mateo Medical Center Pharmacy and Behavioral Health and Recovery Services (BHRS) to develop workflows for coordinated service delivery. Partner with community providers to establish a referral process. Design and implement data tracking systems for CalAIM audit compliance. Coordinate with CHS adult and youth staff, as well as BHRS youth mental health staff, to meet CalAIM goals. Serve as the primary liaison to other correctional facilities to share best practices related to CalAIM compliance. Represent CHS in CalAIM-related meetings with the Sheriff’s Office, Probation, Health Plan of San Mateo, and other interdepartmental teams. Develop messaging and conduct tours and presentations for County departments and external agencies regarding CalAIM initiatives.
Duties may include, but are not limited to, the following: Organize, supervise, and monitor specialized health-related services and activities. Participate in the development of goals, objectives, policies, procedures and priorities within a specialized service area. Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure the accomplishment of objectives within an approved budget. Assist in negotiating contracts with outside vendors, consultants or organizations; administer, monitor and evaluate contracts. Maintain an effective working relationship with a variety of public and private organizations, including staff in other Health Services Agency Divisions, County departments and agencies. Answer questions and provide information to the public; supervise the enforcement of community health-related standards, codes and regulations, as required. Provide staff assistance to higher-level management on program issues. Select, supervise, train and evaluate professional, technical and clerical subordinates. Perform related duties as assigned. Bachelor's degree with a major in public health, social work, public administration, or a related field applicable to the area of specialization. Experience:
One year of supervisory experience in a health, social services or community-based program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination. Departmental Promotional Only.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification . All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
