Position Details
THIS IS A PROMOTIONAL RECRUITMENT.
Only current Carlsbad Unified School District employees who have passed their probationary period may apply.
This is a promotional recruitment to establish an eligibility list to fill the current vacant position. The eligibility list will be used to fill any vacancies which may occur within a period of one year, or until the eligibility list is depleted.
The current vacancy is 8 hours per day, 7:30 am - 4:30 pm, 12 months per year at a district office.
The recruitment process will consist of a training and experience evaluation and a structured interview.
BASIC FUNCTION: Under the direction of the Assistant Superintendent, Personnel Services or Director, Classified Personnel, perform a variety of activities to support in the recruitment and processing of district personnel; provide technical information and assistance to employees, administrators, applicants, and the general public.
DISTINGUISHING CHARACTERISTICS: The Human Resources Technician is differentiated from the Human Resources Analyst in that the classification performs specialized clerical and technical work in support of the Human Resources department. The Human Resources Analyst maintains responsibility for a variety of complex activities involved in the recruitment, screening, testing, hiring, processing, classification and compensation of personnel. Essential Duties and Knowledge, Skills, and Abilities
ESSENTIAL DUTIES: Assist in the overall operation of the human resource department by maintaining accurate employee records and providing support with employees and employee relations.
Perform a variety of general clerical duties in support of Human Resources department including composing routine correspondence; proofreading, filing, duplicating and distributing materials.
Prepare, assemble and distribute a variety of personnel materials; assist applicants with completing forms and required documents; verify work experience, education, reference and background information as needed. Assist in performing new hire orientations as needed.
Perform a variety of clerical activities involved in the recruitment, screening, testing, hiring, and processing of personnel; assist in proctoring examinations; prepare, process and evaluate a variety of personnel forms and applications. Provide information and assistance to employees, job applicants and the general public concerning personnel policies and procedures.
Maintain assigned computer systems for employee certifications, evaluations, and other related information. Process paperwork and personnel requisitions required for employment, retirement, resignation, change of assignment and other related actions. Generate a variety of computerized reports and lists as requested. Assure the accuracy of input and output data.
Operate an automated sub-finder system; arrange substitute staff as needed by position; Communicate with substitutes, sites, and management regarding coverage needs. Monitor substitute activity to determine reasonable assurance of continued employment.
Evaluate and process applications for assigned personnel and provide information pertaining to policies, practices, and procedures. Provide information on credential requirements to applicants; notify assigned staff of credential expiration dates.
Provide coverage for the district receptionist. Receive, greet and direct visitors; respond to inquiries and provide a variety of general information to personnel, students, parents and the general public.
Assist in the preparation, assembly, and distribution of Personnel Commission Agenda Materials.

KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF: Applicable laws, codes, rules, regulations, policies and procedures. Oral and written communication skills. Correct English usage, grammar, spelling, punctuation and vocabulary. Interpersonal skills using tact, patience and courtesy. Modern office practices, procedures and equipment. Telephone techniques and etiquette. Basic record-keeping and filing techniques. District procedures, rules and regulations regarding classified and certificated personnel and contracts, including Merit System and Personnel Commission rules. State of California credential requirements and processing. Bargaining agreements.
ABILITY TO: Communicate effectively both orally and in writing. Meet schedules and time lines. Plan and organize work. Develop and maintain records, ensuring the confidentiality and security of information when appropriate. Solve problems, organize, and communicate successfully to perform the essential functions of this position. Understand, carry out and give oral and written instructions. Develop and maintain effective interpersonal relations using tact, patience and courtesy. Explain and apply District policies and procedures regarding classified and certificated personnel. Work independently with little direction. Perform a variety of specialized clerical and technical duties related to district personnel. EDUCATION AND EXPERIENCE: Any combination equivalent to graduation from high school and three years of responsible clerical experience including one year supporting human resources functions.
LICENSES AND OTHER REQUIREMENTS: Valid California driver's license. Selection Process/Additional Information
This is a promotional recruitment to establish an eligibility list for openings for a period of one year, or until depleted. Candidates who meet the minimum requirements, as demonstrated in their application materials, will be required to successfully complete a competitive testing process to measure the knowledge, skills and abilities necessary to perform the essential functions of the job, which may consist of a written examination, a training and experience evaluation, a performance examination, and/or structured oral interviews. The candidates achieving the top three ranks of the appropriate eligibility list will be referred for a final selection interview. The Eligibility List resulting from this examination may be used to fill vacancies in related job classifications for which no Eligibility List exists (Ed Code 45272). Step increases occur annually until Step 5 is reached, after which longevity steps are allocated in accordance with years of service.
Benefits: Employees working 4 hours per day or more will be provided an option of Anthem Blue Cross HMO or Kaiser health benefits, as well as Delta Dental and EyeMed Vision benefits; employee contribution amounts are shared with the District and vary depending on number of hours worked per day. (Employees may opt out of medical, dental and vision insurance but may require to provide proof of other health coverage.) The district also pays into a life insurance policy for all employees who work at least 4 hours per day. Additional options for life insurance and disability insurance are available.
Vacation: New employees earn vacation time on a basis of 1 day for each month in paid status, resulting in up to 12 days of vacation time per year, prorated based on months worked per year. Employees with years of longevity may earn up to 25 days of vacation time per year, prorated based on months worked per year.
Holidays: Employees are allocated up to 15 scheduled holidays and 2 floating holidays per year; holidays are prorated based on months worked per year.
Sick and Personal Necessity: Employees earn sick leave on a basis of 1 day for each month in paid status, resulting in up to 12 days of sick time per year. Employees may use up to 7 days of their sick leave balance each year for personal necessity purposes.
Retirement: Retirement: Employees working 4 or more hours per day and those already contributing to CalPERS will be automatically enrolled into CalPERS upon hire. The District's CalPERS formula is 2% at 55 for employees enrolled with CalPERS prior to 12/31/2012 and 2% at 62 for employees who have already or will enroll into CalPERS as of 01/01/2013 or afterward. Employees working less than 4 hours per day will be included in an alternative retirement plan based on the use of pretax contributions.
