Position Overview
This key position reports to the GCI Marketplace Director and closely consults with the Chief Operating Officer and other GCI leadership on a daily basis. The person in this position will work primarily with senior staff, the Governor's communications staff, media, policy, and program staff of other agencies. This position will also coordinate efforts with other stakeholders and governmental, state, or local agencies and officials. In these relationships, the position will often work with individuals at the highest level of executive responsibility in state government. This position must maintain quality, working relationships with the Governor's office, state agencies, media personnel, stakeholders, as well as private citizens. Communication is both oral and written. These skills are required to communicate strategic and tactical information regarding legislative proposals, potential issues, and key activities. Get Covered Illinois is the State of Illinois's new Health Insurance Marketplace. Get Covered Illinois's mission is to increase access, enrollment, affordability, and choice for individuals and families by connecting them to health insurance plans and savings available through the Affordable Care Act. Get Covered Illinois provides pathways to coverage through a consumer-centric online application platform, a Customer Assistance Center, localized outreach and education strategies and a network of in-person assisters embedded in communities across the state that help Illinoisans enroll in the coverage that best meets their families' needs. Get Covered Illinois is part of the Illinois Department of Insurance and has offices in Chicago and Springfield.
Essential Functions
1. Oversees the planning, development, and ongoing administration and evaluation of the public and stakeholder communications and public relations components of Get Covered Illinois (GCI) to ensure that it achieves its short and long-term strategic policies and priorities with maximum effectiveness and efficiency:• Provides direction and oversight to marketing and communications staff and vendors in developing, designing, implementing, and operating all public and stakeholder communication and public relations components of Get Covered Illinois.• Creates annual detailed work and budget plans for Get Covered Illinois marketing vendor(s), including creative, ad buys, and public awareness campaigns.• Develops and discusses key public and stakeholder communications and relations strategies with Get Covered Illinois senior leadership and other impacted entities, as necessary.• Directs and oversees the management of Get Covered Illinois response to media, public, and stakeholder inquiries and issues, serves as spokesperson for Get Covered Illinois when requested.• Approves, directs, and oversees the writing of editorials, press releases, journal articles and letters on marketplace-related issues.• Directs and coordinates the activities of Get Covered Illinois staff in public, stakeholder, and media events including press conferences, presentations, speeches, and radio and television interviews.• Coordinates the development and dissemination of Get Covered Illinois information with colleagues in the Department of Insurance.• Directs, oversees, and approves the development and dissemination of Get Covered Illinois information for state agencies, the public and other stakeholders.• Facilitates coordination, collaboration, and program integration of the public and stakeholder communication and relations work plans and policies between Get Covered Illinois leadership and the Departments of Healthcare & Family Services, Human Services,Governor's Office, and DoIT to simplify communications for stakeholders and consumers interacting with state agencies and Get Covered Illinois.• Oversees the work of Get Covered Illinois staff and vendors to ensure the timely, compliant, and on budget development and implementation of public and stakeholder relations and communications policies, priorities, work plans, and contracts.2. Oversees the planning, design, development, and ongoing administration and evaluation of the Get Covered Illinois public web site and the GCI brand:• Develops, with relevant staff and vendors, brand and style guides for GCI and the GCI web site.• Develops and/or oversees the development of web site content.• Works with other business units and subject matter experts to ensure web site content is accurate and current.• Provides guidance and direct supervision to communication and creative staff members and vendor.• Supervises web content, graphic design, and communication staff and vendor.

3. Procures and manages contracted vendors to fulfill GCI's marketing and communications needs in furtherance of GCI's brand:• In consultation with the Marketplace Director and procurement staff, drafts and publishes requests for proposals for vendors to support GCI's marketing and communications program.• Manages scope and deliverables for marketing and communications vendors.• Ensures marketing and communications vendors meet all contract terms and service level agreements.• Manages budget of vendor contracts.4. Represents GCI at public forums, state, and national meetings, before legislative committees, with federal agencies and officials, health care industry leaders, and key vendors speaking on behalf of the Director and Marketplace Director:• Builds and maintains strong relationships and communications with health care industry leaders, key vendors, other stakeholders, the Legislature, and state and federal partners.• Responds to questions and requests on GCI operational issues from other state agencies, Governor's Office, Legislature, federal agencies and officials, stakeholders, and others.• Represents GCI and State of Illinois's position on GCI operational issues at state and national meetings, legislative hearings, or other public events and with federal officials.• Establishes productive relationships and effectively negotiate with federal agencies, other state agencies, health care industry leaders, and key vendors.• Exercises strict confidentiality on sensitive issues.

5. Allocates resources:• Determines allocation of resources for functions directed and managed by direct reports and their staff.• Prepares budget, staffing plans, and administrative processes to achieve the most efficient and effective use of resources.• Builds and maintains effective relationships with contracted partners.• Oversees the work of multiple contractors and enforces contract parameters to ensure the effective and efficient execution of Get Covered Illinois's communications and marketing.6. Serves as full line supervisor:• Assigns and reviews work; provides guidance and training to assigned staff.• Counsels staff regarding work performance.• Reassigns staff to meet day-to-day operating needs.• Establishes annual goals and objectives.• Approves time off.• Adjusts first level grievances.• Effectively recommends and imposes discipline, up to and including discharge.• Prepares and signs performance evaluations.• Determines and recommends staffing needs.7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
1. Prefers at least four (4) years of experience in public affairs, public relations, journalism, or a closely related field, and at least two (2) years in a leadership role.2. Prefers at least four (4) years of experience with brand development and management.3. Prefers at least four (4) years of experience developing marketing strategies and campaigns.4. Prefers at least four (4) years of experience with digital media development and management.5. Prefers at least four (4) years of experience gaining thorough knowledge of agency programs and service objectives, activities, and operational systems.6. Prefers at least four (4) years of experience gaining extensive knowledge of agency policies and procedures.7. Prefers at least four (4) years of experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
