Job Description
Leads the creation of exceptional, accessible, and user-centric digital experiences across Dallas County systems. Develops intuitive user interfaces, conducts user research, applies visual design systems, and supports agile development efforts. Works across cross-functional teams to ensure public-facing and internal solutions are seamless, compliant, and aligned with the County’s digital strategy.
Responsibilities
Leads the design and execution of wireframes, prototypes, and high-fidelity mockups across web and mobile platforms. Delivers design artifacts that meet usability, branding, and technical requirements for digital solutions. Ensures accessibility and Section 508/WCAG compliance is integrated in all designs. Maintains and evolves the County’s design systems and reusable component libraries. Translates user needs and product requirements into effective UI/UX deliverables. Provides design specifications and assets to development teams for implementation. Conducts heuristic evaluations to identify friction points in user journeys. Optimizes interfaces for performance, responsiveness, and scalability. Leverages analytics and usage data to refine designs post-launch. Adheres to deadlines while balancing multiple high-priority projects simultaneously. Participates in product planning sessions to define project scope and success metrics. Translates business goals into actionable user interface and interaction strategies. Leads or supports discovery workshops to surface user needs and pain points. Designs user journeys and information architecture to support intuitive workflows. Applies design thinking and learns UX principles to explore and validate concepts. Contributes to UX roadmaps and release plans in coordination with product management. Estimates level of effort for design tasks during sprint planning and backlog grooming. Documents design decisions and rationales for knowledge transfer and continuity. Supports user story creation and backlog refinement with a user-centric lens. Aligns design work with digital transformation priorities and enterprise architecture. Conducts usability testing and A/B testing to validate and refine design solutions. Facilitates design reviews and peer critiques to ensure quality and consistency. Maintains up-to-date knowledge of UI/UX trends, tools, and emerging practices. Integrates user feedback and system analytics into iterative design improvements. Implements version control for design files to ensure traceability and clarity. Supports post-release retrospectives to identify lessons learned and areas to improve. Uses metrics and KPIs to evaluate the success of design decisions. Recommends changes to existing applications to improve usability and user satisfaction. Identifies gaps in user experience across platforms and channels. Contributes to continuous refinement of design guidelines and processes. Works closely with software engineers to ensure design feasibility and accurate implementation. Collaborates with product managers and business analysts to translate requirements into wireframes. Engages quality assurance teams to align on test cases involving UI/UX standards. Supports IT accessibility teams in verifying compliance and addressing findings. Coordinates with content strategists to ensure language supports UX best practices. Collaborates with security and privacy teams to design secure, compliant interfaces. Participates in Agile ceremonies, including daily stand-ups, demos, and retrospectives. Serves as a design subject matter expert in cross-departmental projects. Assists in vendor evaluation and design handoff for third-party integrations. Promotes shared understanding and co-creation through interactive working sessions. Presents design concepts and journey flows to stakeholders in a clear, compelling manner. Leads collaborative workshops with users and departments to align on design goals. Incorporates feedback from diverse stakeholders while maintaining design integrity. Translates complex design topics into accessible, non-technical language. Manages expectations and negotiates design priorities within project constraints. Documents design decisions and rationale for stakeholder transparency. Provides regular status updates on design activities and timelines. Partners with Communications teams to ensure visual alignment with County branding. Acts as the voice of the user during cross-functional decision-making. Supports change management and user adoption through design-centered engagement. Performs other duties as assigned.
Qualifications
Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Human-Computer Interaction (HCI), Visual Design, Psychology, Computer Science, or a job-related field. Three (3) years of work-related experience in UX/UI design with a track record of impactful work. Experience with public sector, healthcare, or large enterprise applications is preferred. Certifications (Preferred):
- NN/g UX Certification
- Certified UX Designer (CXA)
- Google UX Design Certificate
- UX Research Certificate Special Requirements/Knowledge, Skills & Abilities:
- Skill in Figma, Adobe XD, Sketch, or similar design tools
- Knowledge of UX best practices, accessibility standards (WCAG, Section 508), and design ethics
- Knowledge of information architecture, interaction design, and visual hierarchy
- Knowledge of HTML/CSS for prototyping or developer collaboration
- Skill in problem-solving and a user-first mindset
- Knowledge of communication and facilitation skills across technical and non-technical audiences
- Ability to translate abstract ideas and requirements into tangible user experiences
- Knowledge of organizational skills and attention to detail
- Skill in design systems such as Material Design or US Web Design System (USWDS)
- Knowledge of Atlassian tools (Jira, Confluence) and accessibility audit tools
- Ability to design responsive interfaces for web and mobile platforms
- Skill in usability testing and user research methodologies
- Knowledge of agile development environments and iterative design
- Ability to handle multiple design projects simultaneously
- Skill in showcasing both UX process and visual UI execution
- Skill in collaborating directly with software engineers and product owners Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Individuals must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Occasional travel to County sites, vendor meetings, conferences, and industry events. Ability to work in a fast-paced, evolving technology environment.
