Works on mapping of data, drafting, and general tasks in a manner that is most effective in providing support services to the various departments of the City and to the public at large.
ESSENTIAL DUTIES & RESPONSIBILITIES:
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
* Conducts data surveillance and database maintenance of socio-economic data, traffic crash, and traffic volume data; ensures work complies with departmental policies and procedures.* Coordinates the existing truck route map for the City of Laredo; ensures the map is maintained and kept up to date.* Coordinates the management of geographic information and data and the associated mapping of the data; develops database for the geographic information system; performs data entry and writes computer programs when necessary.* Performs drafting, computations, and design duties in preparation of plans for streets, sidewalks, accessible ramps, retaining walls, survey exhibits, field data sketches, park trails, street drainage, water systems, sanitary sewer systems, traffic control plans, construction details, and other technical projects.* Prepares various maps and aerials.* Creates GIS (Geographic Information System) layers from CAD (Computer-aided Design) files of traffic studies and layouts.* Coordinates new addressing for traffic signal projects.* Prepares exhibits, aerials, and graphics for presentations and reports.* Prepares graphs, charts, construction plans, As-Builts, cut sheets and exhibits.* Ensures all traffic safety field assets are accounted for, accurate, and up-to-date.* Will be required to drive a City vehicle for City business use.* Performs other duties as assigned.
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
* Knowledge of the technical field of computers and computer programming, particularly in the area of geographic information systems, automated mapping, and CAD (Computer-aided Design) and Civil 3d.* Knowledge of database management and data surveillance techniques.* Knowledge of the principles and practices of map preparation and techniques.* Knowledge using word processing, spreadsheets, and presentation software applications.* Knowledge on AutoCAD Civil 3D, ArcGIS or alternatives, Microsoft Office, Adobe, Bluebeam, Online browsing, etc.* Knowledge of principles and practices of drafting.
Skills and Abilities:
* Ability to prepare and maintain departmental computer databases.* Ability to coordinate the management of geographic information and data.* Ability to conduct accurate traffic counts.* Ability to ensure that the street name map is accurate and up-to-date.* Ability to communicate clearly and effectively, both orally and in writing.* Ability to prepare and maintain accurate maps, resolutions, memorandums, and reports.* Ability to perform strenuous and routine work and knowledge of mathematics in trigonometry and geometry.* Ability to build and maintain effective working relationships with others.* Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.* Ability to maintain a valid Texas Driver License and a good driving record.* Ability to project a positive and professional image of the City of Laredo.* Ability to comply with all City of Laredo's policies and procedures.* Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.* Ability to maintain and organize traffic count and traffic crash data for use in evaluations and studies.* Ability to perform various geoprocessing tasks on available GIS data.

Required Education and Experience
* Associates degree or 60 college hours from an accredited college or university in Architecture, Engineering, Urban Planning, GIS, CAD, or related field.* At least two (2) years of experience in urban planning, cartography, engineering, GIS, CAD, drafting, architecture, or related field or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities.

Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
