Company Overview
The Cook County Juvenile Temporary Detention Center (JTDC) provides safe and temporary housing for youth ages 10 – 18 with pending legal action in the Cook County Courts. The JTDC is dedicated to providing its youth with leadership, structured care, and supervision through a balanced approach of creative programming and services that teach responsibility, accountability, and sensitivity. Each member of the JTDC staff is actively encouraged and supported in pursuit of creative participation, personal well-being, and professional development.
As the largest juvenile detention center in the nation, the facility contains five major departments and various offices consisting of 600+ employees who serve an average daily population of 280+ residents.
The Video Analyst is responsible for the JTDC video management and video archiving including but not limited to: controlling, reviewing, capturing, organizing, labeling, encrypting, and distribution consistent with JTDC policy and procedures.
Typical Duties
- Responsible for management of JTDC video consistent with policy and procedure.
- Working in a Windows environment, manages the JTDC video system using the Genetec Security Center interface.
- Secures archived video events in a timely and confidential manner.
- Secures appropriate archived video assuring video is properly bookmarked and protected.
- Responsible for transitioning bookmarked and protected video from archive video servers to archive storage video servers.
- Documents archived video requests by authorized staff.
- Captures video events to meet JTDC quality assurance requirements.
- Distributes archived video to authorized viewers.
- Responsible for monitoring video system metrics to assure maximum archiving capabilities.
- Works collaboratively with JTDC Director of Information Services and Technology in establishing optimal video frame rates and settings.
- Conducts continual analysis of bookmarked, protected video.
- Continually communicate archiving capacity to DED of RAQL and the Director of Information Services and Technology.
- Conduct performance audits of cameras and servers, assuring that camera and server functionality is consistent with design intent.
- Submits report of any cameras that are not providing a good quality of video images to Cook County Facilities Management.
- Work collaboratively with Facilities Management in camera positioning and focus to assure required coverage.
- Assists in the development, modification, or amendment of JTDC video system policies and procedures.
- Provides input into current RMIS needs and makes recommendations to further utilize systems for data entry/collection and report creation for management analysis.
- Will conduct staff training on JTDC video system, program development, and quality assurance.
- Assists and acts in a confidential capacity to management and administration by reviewing and archiving video.
- Authorized to access information and video related to labor issues including but not limited to employee investigations, employee grievances, and employee discipline.
- May testify in legal proceedings, labor proceedings and/or arbitrations.
- Performs other duties as assigned.
Minimum Qualifications
- A Bachelor’s Degree in Criminal Justice, Psychology, Sociology, Social Work, Law Enforcement, Public Administration, Legal Studies or related field.
- Must have some familiarity with the supervision of residents in a secured environment.
- United States citizenship.
- 21 years of age at the time of application submission.
Knowledge, Skills, Abilities, and Other Characteristics
- Possess a working knowledge of management principles.
- Can interpret Agency policy and procedure to shape appropriate work behavior responses.
- Demonstrate the ability to work effectively and remain objective when dealing with the external entities such as the Public Defender’s Office, State’s Attorney, Probation Dept. personnel, Judges and designees as well as juveniles in a detention setting.
- Ability to interface with senior management, and receive administrative directives to develop policy and programmatic initiatives.
- Ability to interact with Team Leaders, Assistant Team Leaders, and Center staff to deal with emergent programming issues.
- Ability to multitask, display sound judgment, and work thoroughly and objectively.
- Must have excellent oral and written communication skills and the ability to provide accurate and informed testimony in court.
- Ability to plan, assess, and inspect the work of others.
- Must have open/flexible schedule to work hours which may include evenings, weekends and holidays, depending on the needs of the Office of Resident Advocacy and Quality of Life.
- Highly accountable, reliable and a strong work ethic.
- Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
- Demonstrates skills in database creation and maintenance.
- Must be able to maintain the highest level of confidentiality of video events.
- Bilingual communication skills preferred.

- Ability to effectively communicate (hear and respond) 10 codes through the intercom/radio transmission monitoring system.
- Must be able to work overtime based on departmental needs.

- Exposure to resident behavior problems that may include physical acting out and require safe physical management skills.
- Exposure to various chemicals and cleaning solvents.
- Exposure to facility physical deficiencies and pests.
- Exposure to youth with various states of cleanliness and hygiene.
- Exposure to various health related conditions or residents of a communicable nature which requires precaution and adhering to medical instruction.
- Illinois residency obtained within 90 days of date of hire.
- Pass a pre-employment drug screen and background check including but not limited to LEADS, CANTS, and professional references.
- A result of negative from the Illinois Department of Children and Family Services (DCFS) Child Abuse Registry.
- Must pass required and nationally recognized written examination(s) for direct care positions.
- Meet additional minimum requirements for eligibility established by the Administrative Office of the Illinois Courts (AOIC).
