Job Description
- Delivers the Change Management plan following the strategy and document a structured approach to ensure the changes are implemented smoothly and successfully to achieve lasting benefits where the Change Management Strategy will consider the impact of the change on individuals and diverse groups of internal and external stakeholders and outline a plan for the change to be implemented and sustained through the required training.
- Delivers the Communication Management plan following the strategy to guide the communication efforts throughout the project, which will be a living and working document and will be updated as the audience needs to evolve.
- Ensures the successful execution of the Change and Communication management plans.
- Ensures the delivered project communication conveys the right message from the right communicator to the right audience through the right channel at the right time, where it addresses the six basic elements of communications: communicator, message, communication channel, feedback mechanism, receiver/audience, and time frame.
- Performs Stakeholder Analysis and develops a Stakeholder Engagement plan to ensure the effective participation of internal and external stakeholders in change and communication engagements.
- Delivers and manages the project s SharePoint site over the project life cycle.
- Works closely with the technical solution partners and project team to develop the communication and training strategies and materials.
- Ensures the alignment of Change Management activities with participating stakeholders to smooth the adoption process and contribute to problem-solving resulting in successful implementation.
- Ensures the successful execution of the Change Management and Communication Plan for managing and communicating the change throughout the project.
- Delivers the presentation in Microsoft PowerPoint and moderates the project meetings.
- Updates and maintains (throughout the project) a stakeholder register identifying impacted stakeholder groups, impact assessment, risks, and engagement strategy.
- Maintains project risk register, identifying risks (including, but not limited to, identified change resistance risks) and mitigation strategies.
- Delivers a series of customized working sessions to all staff to guide them through the change journey.
- Delivers specific artifacts, e.g., presentations, communications, electronic brochures, or newsletters, but not limited to convey change messaging to internal (e.g., employees) and external (e.g., government partners, local governments, Property Owners, public, media, etc.) stakeholders.
- Leads, advises, and/or participates in consultations, focus groups, workshops, presentations, and meetings with affected stakeholders.
- Defines change-related performance measures, regularly reports on change impact using the measures, and performs different project surveys regularly.
- Delivers regular business change leadership status reports.
- Identifies completed, current, and upcoming activities, issues, risk changes and mitigations, and potential resistance.
- Follows the client Project and Change Management Framework and aligns all strategies and plans according to the overall project s strategy and plan.
- Archives all developed documents and materials at the designated storage before the end of the engagement.
- Support client s focal point for change and communication management to familiarize Candidate's with the delivered deliverables during the engagement.
- Bachelor s Degree and a minimum of six years of Change Management experience in multi-year projects.
- Clearly demonstrated experience in change and communication management within technology services in its large enterprise-level digital transformation projects.
- Clearly demonstrated expertise in working with Microsoft 365 applications, e.g.
- Word, PowerPoint, Excel, Forms, and SharePoint, and experiences working with digital communication and collaboration tools, e.g. MS Teams, Zoom, Miro, etc.
- Professional Change Management certification, e.g. Prosci or equivalent.
- Clearly demonstrates experience working with a provincial or state property assessment division in a communications function for a large government project.

- Clearly demonstrated experience identifying stakeholders and engaging stakeholders in contributing to effective change.
