Minimum Requirements:
- Must have proven leadership ability with a minimum of two years of management experience.
- Must have excellent written and verbal communication skills.
- Must have the ability to establish and maintain effective working relationships with superiors, subordinates, associates, officials of other agencies (including city and county governments), and the general public.
- Must have proficient business computer skills.
- Must be able to think strategically and have planning experience including development of operating budget.
- Must have an understanding of emerging technologies, including social media.
- Must have an understanding of financial management including the recording of financial transactions.
- Must have experience reporting to a governing board.
- Must pass background check and drug screen.
- Must reside in Crittenden County.

Job Duties:
- Administers, interprets, enforces, and recommends procedures consistent with applicable laws, regulations, City of Marion and Crittenden County ordinances, rules, and the policies of Crittenden County and the Crittenden County Library Board (CCLB).
- Performs activities which permit the orderly, efficient and effective communications with, and delivery of library services to, all stakeholders including all Crittenden County citizens, patrons, State Library, and other government officials.
- Evaluates and administers library programs such as circulation, reference, reader’s advisory services, children’s services, community services, and public information.
- Attends relevant conferences including Arkansas Library Association and meetings at the State Library.
- Directs a public relations program to promote and publicize the library’s collections, services, and programs within the community.
- Represents the library on regional and state committees and serves as Crittenden County’s authority on library issues.
- Develops and annually updates long-term plans for the Crittenden County libraries and obtains Board approval.
- Maintains standard levels of service to all branch libraries in Crittenden County communities.
- Attends Crittenden County Quorum Court meetings and Marion City Council meetings and periodically reports on library activities.
- Prepares various kinds of statistical reports on finances, programs, attendance, and circulation.
- Communicates effectively with the community.
- Oversees full-time and part-time library employees including hiring, evaluating, disciplining, and terminating with the advice of the CCLB as required by law or policy.
- Coordinates the training of library staff in technical and administrative library skills.
- Disseminates information regarding personnel policies, fringe benefits, conditions of employment, and all relevant policies to library employees.
- Directs the development and maintenance of the collection of books, periodicals, CDs, and a variety of other library materials.
- Drafts and recommends policy to the Crittenden County Library (CCL) Board of Directors.
- Plans for the effective and efficient implementation of approved policies.
- Develops the annual budgets, obtains Board approval and files with the County and City.
