Director of Strategic Communications
Work Location:
Remote/Chantilly, VA (At least 1 day per week)
Kwaan Tech is seeking a highly qualified Director of Strategic Communications to join our team in support of the Defense Threat Reduction Agency Chemical and Biological Technologies Department (DTRA CB) Strategic Communications Contract. This role involves managing diverse projects, including the development of awareness materials, social media content, and internal/external communications. The ideal candidate will serve as a senior editor and author, producing high-quality publications and policies while ensuring alignment with brand guidelines. With a strong focus on collaboration, the Director will work with cross-functional teams to create impactful outreach strategies, engage stakeholders, and coordinate media relations. This position requires exceptional writing, editing, and organizational skills, along with the ability to excel under tight deadlines and adapt to a fast-paced, highly collaborative environment. An Active Secret Security Clearance is required.
Core Duties:
Strategic Communication Development and Implementation:
Develop and implement a biennial strategic communications plan aligned with DTRA CB objectives to promote key messages to diverse audiences Create written and visual communication materials, including fact sheets, news releases, multimedia presentations, and web content Coordinate and approve communication products in line with DTRA strategic communication plans and applicable policies Content Creation and Media Relations:
Produce and disseminate high-quality products, including technical reports, news articles, and feature stories, that highlight DTRA CB initiatives and achievements Research and write engaging articles based on interviews with subject matter experts to convey complex scientific concepts to varied audiences Manage media relations, market articles to external publications, and develop targeted information campaigns Event Planning and Execution:
Plan and execute strategic events, including conferences and exhibitions, adhering to best practices and DoD guidelines Manage logistics, negotiate contracts, and coordinate with vendors to ensure cost-efficient and effective event execution Oversee the design and deployment of event materials, including booths, presentations, and promotional content Quality Assurance and Program Management:
Establish and maintain a Quality Control Program to ensure communication products and services meet contractual standards Regularly evaluate performance metrics and implement corrective actions to maintain high-quality deliverables Coordinate with government representatives to align communication efforts with organizational goals and feedback Leadership and Collaboration:
Serve as a liaison between DTRA CB and various stakeholders, ensuring consistent and effective communication Provide guidance to the DTRA CB Communications Team and other internal staff on communication and outreach strategies Foster collaborative relationships with academia, industry, government agencies, and the general public to enhance program visibility and impact Transition and Knowledge Management:
Facilitate seamless transitions between contractors, ensuring continuity of services and organized transfer of strategic communication plans and materials Provide familiarization and support to follow-on contractors, ensuring an uninterrupted flow of communication deliverables Travel Requirements

Requirements :
Bachelor's degree in marketing, business, or communications At least 7 years' experience in strategic communications, public affairs, or public relations, preferably within a government or defense-related organization Demonstrated experience leading and implementing strategic communication initiatives and campaigns. Proven expertise in media relations, including the development of press releases and coordination of media engagements. Familiarity with Department of Defense (DoD) operations, policies, and public affairs protocols, including experience with DTRA or similar organizations Proficient in traditional and digital communication platforms, including social media, website content management, and multimedia production Expert knowledge of AP Style Guide and ability to produce high-quality written materials under tight deadlines Strong ability to work collaboratively with cross-functional teams and diverse stakeholders, including government officials, academia, and industry partners Resourcefulness in addressing challenges, developing innovative solutions, and aligning communication strategies with organizational goals Strong attention to detail, ability to manage multiple projects simultaneously, and deliver results within specified timeframes Familiarity with scientific and technical communication, particularly in the areas of chemical, biological, radiological, and nuclear defense Knowledge of strategic communication planning processes, including target audience analysis, message development, and evaluation techniques Ability to translate complex scientific concepts into clear, accessible language for a variety of audiences Excellent written and verbal communications skills and the ability to write daily Ability to effectively and flexibly work under tight deadlines Strong computer skills in all Microsoft Office (MS) Office software Long hours and weekends may be required to meet deliverables Some travel may be required Highly Desired Qualifications
Professional experience with policy-level Office of the Secretary of Defense (OSD) organizations Established relationships with DoD Press Corps, think tanks, and key decision-makers in the Washington, D.C. area First-hand knowledge of DTRA operations or other intelligence agencies
Must currently possess and maintain an Active Secret Security Clearance Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
