Qualifications:

Bachelor's Degree OR Minimum of five (5) years of experience in web design, multimedia design, or a similar computer science subject

Prior expertise supporting knowledge management tools and executing large-scale solutions

Extensive knowledge of web applications, programming languages, and web services - including HTML5, CSS3, JSON, React, TypeScript, JavaScript, jQuery, PHP, Power Platform, REST, SOAP, Node.js, SPFx, and web user interface design

Proficiency with content management systems, including WordPress and Drupal

Experience configuring, customizing, and maintaining SharePoint services and web applications

Experience configuring and supporting Microsoft Teams, Power BI, Power Automate and PowerApps. UI/UX design experience

Must be a U.S. citizen

Duties and Responsibilities:

Advise and assist the Knowledge Management Office (KMO) with the implementation of the KM Program innovations performed through the combination of Knowledge Management Principles, Process Improvement, Performance Management, Data Management, and Content Management.

Conduct research and analysis, recommendations, and assistance on the implementation of the KM Program Public Facing Websites (PFW) solutions objectives and goals.

Support establishment of KM enterprise best practices, development of organizational information flows, and knowledge flows.

Provide a monthly status report on all projects currently being worked/assigned.

Serve as a component within the Knowledge Management Office (KMO) that develop supporting capabilities for the Command's Knowledge Management Program initiatives.

Functional areas supported include Program Public Facing Websites (PFW) solutions management, change management, and solutions integration that improve and / or enhance information and knowledge flow.

Support the USACC KMO Webmaster functions that define, develop, refine, and support sustainment of PFW and Cloud Web-Based developed solutions determined from operational requirements that enhances information and knowledge flow.

Assist and advise the KMO by providing services, research, and analyses to identify feasible and achievable courses of action that successfully achieve the KM Program PFW and Cloud Web-Based solutions objectives and goals.

Support development of PFW solutions administration, architecture, programming, site content development, content editing, page creation, and sustainment.

Assist with the design of dynamic and static web content using graphical development applications.

Assist organizational areas with page conceptualization, creation, and maintenance.

Collaborate with database administrators (DBAs) and end users to model, normalize, and tune data structures, as well as build interactive interfaces.

Assist in the test, evaluation, and implementation of new and emerging web- based technologies.

Apply the KM Analysis, Design, Develop, Pilot, implement (ADDPI) process when executing assigned tasks or projects.

Design and develop approved interactive reports or dashboard solutions that correlate established predetermined sets of data points graphically via preferred business intelligence interpretations capability within the USACC enterprise Common Operating Environment (COE).

Support development and implementation of PFW solutions throughout the planning, preparation, and execution of the Cadet Summer Training (CST) that enhances information and knowledge flow.

Plan, create, and produce pictures, drawings, and graphics materials using computer graphics software packages or other mediums.

Ensure that government authoritative sources (e.g., current DoD, DA, USAREC, and/or USACC authorities) are aligned with completed work or can be tracked back to all contract-supported KM innovations, technical solutions, objectives, and/or goals.

Meet with organization Directorates, staff principles, action officers, and Brigade representatives to identify insights and actionable KM recommendations to inform refinement efforts or resourcing decisions.

Attend planning efforts that support KM Program actions across the command.
