Summary The individual serves as a Legislative and Communications Advisor in the Office of the Executive Director of Operations (OEDO) of the Defense Nuclear Facilities Safety Board (DNFSB), providing advice to the Executive Director of Operations (EDO), the Deputy EDO, the Chief of Staff, the Chairperson, senior management, and OEDO staff on federal, state, and local congressional and governmental matters and communications matters. Responsibilities The responsibilities assigned to this position include, but are not limited to the following: Reviews, analyzes, and evaluates the desirability, feasibility, and administrative impact of pending legislative proposals originating in the U.S. Senate and U.S. House of Representatives that may affect the DNFSB’s responsibilities as oversight of the defense nuclear facility complex. Provides advice and makes recommendations regarding the DNFSB’s position on pending legislative proposals and on formulating strategies for dealing with such proposals. Proactively engages with Members of Congress, Congressional Committees, and Congressional staff as well as with staff of other federal agencies, state and local governments, and individuals in trade organizations or issue advocacy organizations, with respect to legislation affecting the DNFSB. Attends Congressional hearings and markups and prepares summaries on matters of interest to the DNFSB. Participates in the testimony drafting process for DNFSB personnel to appear before Congress and edits testimony for final copy. Prepares briefing materials for the Chairperson and senior management prior to Congressional testimony. Drafts and edits final correspondence relating to Congressional policy matters. Prepares and delivers briefings to DNFSB Divisions and Offices regarding legislative developments for training and other purposes. Produces comprehensive strategic communication plans that explain and promote assigned DNFSB mission and operational areas to both internal and external audiences. Serves as advisor to senior leadership about all matters involving public information issues, media engagements and communications policy. Formulates and drafts themes, messages, and speeches for key agency personnel to include press releases, presentations, articles, information papers, and related staff activities. Plans and implements effective information programs via various media (e.g., publications, websites, social media and speaking engagements) channels. Performs editorial reviews of written material and products developed throughout the agency. Initiates, administers, and directs internal and external information programs to meet various information needs in conformance with the overall mission and policies of the agency. Develops and executes plans for media engagements and coordinates agency media query responses and media interviews as required. Develops agency-wide communications plans, policies, and procedures for interactions with Congress, state and local governments, and public interest groups. Develops policies and procedural framework for handling congressional matters, to include protocols for handling routine inquiries and overall policies and procedures for major actions. Identifies challenges and emerging issues faced by the agency. Works with Office Directors and agency staff to recognize internal and external communication opportunities and solutions and defines and executes appropriate strategies to support agency leaders. Creates and improves systems to track and document communications with Congress, Congressional staff, and public engagement and outreach activities. Performs other related duties as assigned. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. WRITING SAMPLE: If selected for an interview, a writing sample may be requested. OCCASIONAL TRAVEL: Occasional travel is required. TELEWORK IS AUTHORIZED: Based on hiring managers discretion and agency policies. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). Qualifications This position is in the Office of the Executive Director of Operations for the Defense Nuclear Facilities Safety Board (Board). The individual serves as the Legislative and Communications Advisor, reporting directly to the Office of the Executive Director of Operations. The Legislative and Communications Advisor is responsible for providing advice to the Executive Director of Operations (EDO), the Deputy EDO, the Chief of Staff, the Chairperson, senior management, and OEDO staff on federal, state, and local congressional and governmental matters and communications matters. To qualify for the GS-15, candidates must possess one year (52 weeks) specialized experience at the next lower grade level (GS-14 or equivalent). Specialized experience includes all of the following job requirements described below. (Candidates must demonstrate the criteria in their resume. Failure to do so will result in no qualified determination). 1) Knowledge of and direct experience with the legislative process in the U.S. House of Representatives or the U.S. Senate in a Committee with jurisdiction over the DNFSB. 2) Experience with direct engagement with Members of Congress, Congressional Committees, Congressional staff, state and local governments, trade organizations and member of the media with respect to matters affecting a federal agency. 3) Experience monitoring the legislative landscape to address and prevent issues and influence outcomes for a federal agency. 4) Experience developing agency-wide strategic communications plans, policies and procedures for interactions with Congress, state and local governments, the media, and public interest groups. 5) Experience drafting testimony for appearance before Congress. 6) Experience with proposing and advocating for legislative amendments to improve outcomes for the agency. 7) Experience with drafting press releases and providing responses to media inquiries for a federal agency. 8) Ability to communicate orally to effectively express ideas in meetings with senior management and others within Congress, the media, state and local governments, community-based organizations and the defense nuclear industry.
