This is a full-time position located at theOffice of State Library in Baton Rouge, LA.

Position Summary: This high level position works closely with public library directors, staff, and trustees. Position provides advice, support, and information on a wide variety of administrative, legal, personnel, fiscal, and public relations matters. Because of the visibility of the position, incumbent must have excellent interpersonal skills and credibility. Information and services provided must be accurate, current, and above reproach. The position travels extensively throughout the state representing the State Library in a number of vital venues.

LIBRARY CONSULTANT - CONTINUING EDUCATION COORDINATOR

40% Oversees all aspects of OSL's continuing education program for public library staff

Plans and coordinates conferences, workshops, webinars, and in-service trainings for public library administrators, staff, and trustees.

Develops training programs, workshops, webinars, etc., and provides training for library administrators and staff.

Plans agenda and oversees logistics for major conferences such as the Administrative Librarians' Conferences, Staff Days, etc.

Provides both in-person and webinar training.

Works with other staff trainers to assure high quality and consistency in training delivery.

20% Provides support and consulting services

Provides support and consulting services to public library administrators and trustees.

Provides information and guidance on all aspects of library governance, management and services by means of site visits, telephone, and written correspondence, including e-mail.

Attends library board meetings and make presentations to boards upon request.

Prepares reports on public libraries. Writes report on each site visit made, including persons encountered, branches visited, problems discussed, and suggestions offered.

20% Conducts research and provides information

Researches topics, develops documents, and advises library administrators on various topics such as personnel administration; staff development; job classifications, evaluations and pay scales; management; finance and budget; state and Federal laws; tax elections and millages; revenue sharing; grants; promoting library services; public relations; architecture and building, including site selection and evaluation; strategic planning; policies and procedures; friends of libraries; library standards; and other topics as requested.

20% Participates in professional activities

Reviews, edits and offers advice for content upon request of director for Louisiana public library publications, such as policy manuals, personnel handbooks, cooperative endeavor agreements, and grant applications.

Participates in state and national professional library associations. Serves on or chairs committees.

Participates in the development of documents essential to public library administration and management, such as Standards for Louisiana Public Libraries or the Louisiana Director?s Handbook.

Keeps informed of current library trends and professional literature.

Attends professional conferences, workshops and seminars.

Makes presentations for conferences, workshops, seminars, and library functions, such as dedications or staff meetings.

Other duties as requested.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A master's degree in library science from a college or university accredited by the American Library Association followed by three years of professional library work.

Examples of Work

Regularly advises public or other types of libraries on a wide range of management concerns, such as funding, budgeting, building construction, legislation, personnel administration, and public relations.

Plans and coordinates programs to improve the facilities and services of the parish library systems in a region of the state.

Researches and advises library directors on budgeting, grant applications, personnel policies, promotional programs, tax elections, building design, and internal operations.

Make detailed studies of specific problems of libraries when requested; proposes improvements.

Develops continuing education workshops for librarians, library directors, and support staff.

Interprets and monitors relevant legislation; informs libraries of potential impact.

Coordinates development of library networks.

Plans and coordinates the development and improvement of library in state-operated health and correctional institutions.

Promotes the establishment of library service to institutional administrators.

Establishes contractual agreements with appropriate state agency; plans, organizes, and implements institutional pilot library programs.

Selects, orders, and authorizes payment for materials for pilot libraries.

Advises institutional librarians on the development of programs designed to meet the library needs of institutional residents.

Coordinates the provision of library service by public libraries to local institutions such as jails and nursing homes.
