Description

The St. Louis County Information Technology department is seeking experienced, motivated, focused, and security conscious individual to join our IT GIS support team. This position with the IT-GIS Team is involved in the installation, configuration and support of our GIS environment internally on desktops and servers, as well as cloud-based web GIS for internal use and external, public facing maps and applications.

The typical starting salary range is $63,481.60 annually. Additionally, we offer a comprehensive benefits package and a generous Paid Time Off (PTO) policy.

To learn more about these and other County benefits, please visit https://stlouiscountymo.gov/st-louis-county-departments/administration/personnel/benefits.Examples of Duties• Trouble ticket and assigned task resolution in support of the IT-GIS Team's responsibilities including after-hours standby rotation with the team.• Administer, maintain, secure and support ESRI GIS Suite of software including but not limited to: ArcGIS Pro, ArcMap, ArcGIS Administrator, ArcGIS Catalog, ArcGIS Server, ArcGIS Enterprise Portal, and ArcGIS Online mainly, but could also include ArcGIS Hub, ArcGIS Insights, ArcGIS Urban, ArcGIS Field Applications, and custom-built applications.• Administer, maintain, secure and support enterprise wide and administrative applications on the IT-GIS Team's internal and cloud-based servers - including enterprise portal, SQL server databases, ArcGIS Server REST APIs, Web Adaptors and other administrative processes servers.• Research, evaluate, install, license, and configure ESRI GIS spatial software on desktop, server and web-based GIS systems.• Create, maintain, and update GIS applications using ArcGIS Experience Builder, ArcGIS Instant Apps, ArcGIS Dashboards, ArcGIS StoryMaps, and custom applications built for specific internal processes.• Create, maintain and update ArcGIS online Web Maps, Galleries, Groups, and Users; including user roles, permissions and types.• Creation of suitable technical documentation and training materials of solutions and technology.• Maintain accurate and up-to-date documentation of IT GIS systems, configurations, and procedures.• Comply with industry standard GIS system administration techniques and procedures, following all County and County IT policies and procedures.• Interact with IT GIS vendors for support, procurement, and maintenance of hardware and software.• Perform related work as required.Minimum Qualifications

Required Qualifications:Bachelor's Degree in geographic information systems or a related field and 2 years of experience in a GIS technician, analyst or support role; or an equivalent combination of experience and training.

Preferred Qualifications and Skills:• Expertise in ESRI geospatial software suite required.• General knowledge of GIS processes required. i.e. cartography, map layouts, spatial projections, geoprocessing, geocoding, etc.• Must provide superior quality and service. Respond promptly and courteously to team, management, colleagues.• Identify timely and accurate solutions to technical issues.• Strong interpersonal, written, and verbal communication skills are required.• Strong organizational skills, the ability to work in a fast-paced environment, and a collaborative, team-orientated attitude are required.• Complete technical operations, trouble tickets, tasks, and project assignments in timely manner.• Excellent troubleshooting skills and ability to quickly diagnose issues and suggest solutions required.• Interact with IT vendors for support, procurement, and maintenance of hardware and software.• Minimum 2 years GIS system experience in several of the following areas: o ESRI ArcGIS Desktop - Pro preferred, but ArcMap acceptable o ESRI ArcGIS Licensing and software authorization o ArcGIS Online o ArcGIS Enterprise Portal o ArcGIS REST APIs o Some type of GIS Process automation; Preferred: ArcPy, Jupyter Notebooks, Workflow Manager, Event Scheduler, FME, etc. o ESRI Application Builders: ArcGIS Experience Builder, ArcGIS Instant Apps, ArcGIS Web App Builder, ArcGIS Dashboards, ArcGIS Insights, ArcGIS Hub, ArcGIS UrbanAdditional Information

SELECTION AND APPOINTMENT

:

A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.

St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years.
