Position Summary:

The Senior Manager, Finance and Operations is responsible for supporting appropriate financial and operational management of the division. This includes working closely with the Vice Presidents of the Divisions to provide division-wide financial analysis, track the division’s expenses and indirect costs, and liaise with support units to ensure efficient management of projects and indirect spending. The position will coordinate with Field Operations, HQ Operations, Finance and Contracts, and HR, among other units, to troubleshoot operational challenges.

Reporting & Supervision:

This position reports jointly to the Vice Presidents of the Economic Growth and Education divisions. This position coordinates closely with the Division New Business Directors, the Vice President of Field Operations, the Associate Director, Office of HQ Operations, and the Finance and Contracts unit, among others. The position will also work closely with its counterpart in other technical divisions.

Responsibilities

Supports the VP in the planning and development of Division budget and targets;

Manages established budget and targets, including conducting regular reviews and analyses of budget, expenditures, and labor utilization, and flagging variances to leadership;

Leads internal project financial performance reviews with project teams;

Provide surge support to projects experiencing challenges in the areas of finance and operations;

Support projects during start-up and close-out to ensure projects implement on time/on budget;

Support business development efforts by reviewing proposal budgets, supporting the development of cost share plans, and providing recommendations on the operational implementation plan;

Oversees and supports onboarding of division staff, with a focus on providing training on day-to-day financial and operational tasks;

Serves as primary POC with HR on HQ division recruitment needs and updates division org chart and team information as needed;

Coordinates workload and assignments in project management and business development;

Working with the Division and Department heads, assesses division staff skills gaps and training needs;

Acts as Mentor and Coach to Project Managers and Associates on financial management and operational tasks, particularly as they relate to divisional targets;

Participates in business process re-engineering initiatives;

Consolidates and disseminates division feedback on systems, policies, processes, systems, best practices, etc.; and

Provide administrative and management support to Division VPs as needed.

Qualifications

Bachelor’s degree in business, international development or a closely related field;

* Eight to ten years work experience in international development, preferably in operations management;

* Knowledge of USG business practices, such as AIDARs, DFARs, etc.;

* Experience formulating and managing complex budgets;

* Excellent verbal and written communication skills;

* Exceptional interpersonal skills with a service-oriented approach;

* Ability to work independently and organize time effectively;

* Ability to work in a team in both a leadership and member capacity;

* Expertise with Microsoft Office software, including intermediate to advanced Excel skills; and

* Familiarity or experience with Microsoft Project and SharePoint.

Desired Skills & Qualifications:

* Master’s degree in business, or a closely related field;

* Familiarity or experience with Microsoft Project and SharePoint; and

* Proficiency in second language.

The Salary Range for this position is expected to be: $112,500 -$137,500
