Education and Experience: Bachelor's Degree or higher in Business or Public Administration, Computer Science, Criminal Justice, social/behavioral science or a related field, and four (4) years of work experience in public safety dispatching or call taking, including two (2) years of supervisory experience in a public safety entity.
Licenses and Certificates: American Heart Association Cardio-Pulmonary Resuscitation (CPR) Health Provider or equivalent and Basic First Aid, and International Academy of Emergency Dispatch (IAED) certification; Texas Crime Information Center (TCIC) certification; Texas Law Enforcement Telecommunications System (TLETS) certification; and Priority Dispatch Pro-QA certification. Basic Telecommunicator and Crisis Communications certifications from the Texas Commission on Law Enforcement (TCOLE). All required licenses and certificates must be obtained within one (1) year of appointment and maintained during course of employment, to include Department and Division requirements for continuing education credits.
Special Requirements: If not currently licensed through the 911 Communications Center with the Basic Telecommunicator Certification from the Texas Commission on Law Enforcement (TCOLE); must be a current U.S. citizen, pass a drug screening, psychological examination, and stringent background investigation, in accordance with TCOLE licensing requirements.
General Purpose
Under administrative direction, assist in the management of the overall operation of the emergency communications division; oversee human resources including staffing, training, motivation, evaluation, and discipline.
Typical Duties
Oversee the emergency communications operations and the work performance of supervisory personnel. Involves: Provide guidance to supervisory personnel regarding daily operating issues and facilitate conflict resolution as needed. Develop and implement standard operating procedures. Provide input to senior management on policy issues and operational decisions, including necessary resources required to accomplish the goals and objectives of the division.
Oversee the public safety telecommunications training programs. Involves: Ensure program and objectives are in line with the Texas Commission on Law Enforcement (TCOLE) and other regulatory agency requirements. Work with the communications training team to review measures and outcomes of communicator training programs and programs for public safety dispatching, and call-taking to include medical services. Guide the development and implementation of strategies for training and staff development to include guidance on the development and maintenance of programs to ensure adequate staffing and lower attrition rates. Continuously monitor and evaluate the quality, efficiency, and effectiveness of delivery methods and procedures of training programs. Ensure maintenance of employee training records.
Respond to questions or complaints. Involves: Investigate, respond to, and resolve sensitive inquiries and complaints. Represent the City at various meetings and conferences and interact with a wide range of officials, supervisors, other law enforcement or regulatory agencies, coworkers, and the public.
Supervise assigned staff. Involves: Schedule, assign, instruct, guide, and check work. Appraise employee performance. Provide for training and development, enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
Perform the duties of a supervisor or subordinates as needed to ensure continuity of operations during absences. Advise supervisors promptly of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options. Oversee special projects, as assigned.

ELIGIBILITY FOR VACATION LEAVE
All regular employees who are regularly scheduled to work on an average, a minimum of twenty (20) hours per week, who have held a position in the City Service for a period of six months from date of employment, shall be eligible for vacation allowance as hereinafter set forth. Part-time employees shall accrue vacation leave at a pro-rated amount of full-time entitlement based on the number of hours that they are scheduled to work. Employees covered by collective bargaining agreements shall accrue vacation as provided in the applicable agreement.
Regular employees in the City Service shall accrue vacation credit at the following rates per pay period, calculated from the date of employment of each employee:
For 0 - 5 years of service (12 days):
40 hour per week employees - 3.70 hours per biweekly pay period
For >5 to 15 years of service (17 days):
40 hour per week employees - 5.24 hours per biweekly pay period
For >15 or more years of service (20 days):
40 hour per week employees - 6.16 hours per biweekly pay period
SICK LEAVE WITH PAY
Employees shall be entitled to accrue sick leave with pay in accordance with the Rules of the Civil Service Commission.
ACCIDENT WITH PAY LEAVE
The Amended Section 4.4 of the Ordinance shall become effective upon adoption and shall apply to occupational injuries and occupational diseases occurring on and after date of adoption. Occupational injuries and occupational diseases occurring before such date will be governed by the Ordinance in effect at the time of the date of injury or disease.
PREGNANCY LEAVE
A) Pregnancy shall be treated the same as any other temporary physical disability.
B) An employee on pregnancy leave shall use accumulated and unused regular sick leave time and then (unless granted use of special sick leave) shall be on leave without pay, unless the employee chooses to use any accumulated and unused annual leave.
C) An employee going on pregnancy leave shall give written notice to her department head with appropriate medical verification. Before returning to work from pregnancy leave, the individual will provide appropriate medical documentation releasing the employee to return to work, as is required for any individual who has been on leave for a temporary physical disability.
