Manages Human Resources (HR) based external and internal communication and initiatives for the Authority. Provides guidance and leadership in identifying, analyzing, and implementing HR communication strategies that inform various audience types including the general public, prospective applicants, employees, and more. Key contributor to the design, development, and implementation of communication campaigns including corresponding HR-related metrics. Develops and supports employee recognition and other programs. Partners and collaborates with HR leadership and internal stakeholders to promote HR initiatives.Qualifications

Please make an application promptly if you are a good match for this role due to high levels of interest.PRIMARY RESPONSIBILITIESExternal CommunicationDevelops strategic HR based external communications plan focused on promoting our culture, HR and CTA initiatives, and more. Ensures messaging highlights main talking points and addresses achievements made by the Authority.Creates, implements, and manages an external communications guidelines and framework for the Human Resources Department.Identifies gaps in current communications and strategies and proposes innovative ideas for coverage.Transforms HR data and metrics into easy to digest content for the general public.Working with leadership, creates presentations and talking points for various HR related events.Internal CommunicationWorking with internal stakeholders, designs, builds, and manages materials and campaigns to drive awareness and engagement around programming, including employee recognition and support initiatives.Oversees tactical content development and final draft edit reviews.Recommends and oversees improvements to employee communications.Develops and maintains a communications calendar and processes for HR Communications.Responds to inquiries and questions from parties regarding HR campaigns.Employee ProgramsDevelops and manages employee programs to enhance the employee experience (e.g., employee resource groups, recognition programs). Partners with external departments to develop, execute, and measure effective employee programs. Partners with internal HR resources to utilize analytics to guide assess and guide campaign development.Communication AdministrationSupervises the intake and responses to incoming Freedom of Information Act (FOIA) requests. Signs off on response correspondence regarding public inquiries to HR-related information. Coordinates responses with leadership and Law department as necessary.Cultivates and maintains relationships with internal stakeholders in order to identify and stay up to date with the latest key initiatives.Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.Performs related duties as assigned.MANAGEMENT RESPONSIBILITIESReporting to this position are the following jobs:Job TitleHR SpecialistManagerProject ManagerCHALLENGESKeeping abreast of and finding ways to explain complex human resources metrics so that their benefits are evident to a variety of audiences.Coordinating between various HR teams to identify and gather the necessary metrics and information to inform effective communication strategies.Designing creative and fresh ways to promote Authority initiatives.EDUCATION/EXPERIENCE REQUIREMENTSBachelor’s Degree in Communications, Human Resources, or related field; plus three (3) years of experience in developing, implementing, and managing employee/corporate communications campaigns or an equivalent combination of education and experience relating to this position.Previous experience a variety of corporate communication tools.PHYSICAL REQUIREMENTSRequires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.KNOWLEDGE, SKILLS, AND ABILITIESWorking knowledge of corporate communication tools and methods.Excellent writing, editing and proofreading skills; must have ability to communicate ideas to the general public in a concise and engaging manner.Excellent communication software skills needed to create and edit web/social media messages. Also, excellent graphics editing including Adobe Creative Suite apps, Photoshop, Illustrator, etc.Excellent organizational skills and attention to detail with the ability to provide final editing product delivery.Advanced interpersonal skills, ability to work with a variety of internal clients, identifying problems and offering solutions, as well working with external vendors and managing contracts.Strong leadership skills.Ability to prepare a variety of effective written, graphic, and verbal communications for public information.Ability to evaluate and analyze the effectiveness of media programs and activities.WORKING CONDITIONSGeneral office environment.This position is considered a "C-List" position under the “Revolving Door” prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.EQUIPMENT, TOOLS, AND MATERIALS UTILIZEDPersonal computer and related software.Additional Details

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
