Job Description Summary:Boulder Parks and Recreation is looking for a Marketing Manager with the skillset and vision to effectively promote the department's high-quality parks, facilities, and programs. The Marketing Manager will work collaboratively to lead their workgroup in providing the department and community with marketing materials designed to generate interest and revenue. The position will play a pivotal role in crafting and implementing a strategic framework that guides this work across multiple years and integrates Department Plan goals, citywide initiatives, industry trends, and new technologies. As a team leader, the Marketing Manager will provide clear role and process definition and day-to-day direction, coaching, and development. As a creative driver in the organization, the Marketing Manager will routinely bring forward innovative ideas that model marketing and promotion best practices and techniques to better serve department, citywide, and community needs.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

Works in a collaborative manner to oversee and manage the implementation of annual marketing, advertising and promotional activities for the Department, which includes the following:

Provides advertising and marketing direction to the department for services, programs, facilities, and events.Researches, develops, and implements new promotional opportunities and campaigns to cultivate community participation and generate revenue.Spearheads event and marketing opportunities to maximize visibility for programs, services and events that are occurring in the department.Researches and develops new marketing tactics, techniques, and technology, monitors existing programs, and delivers presentations on results.Manages advertising and production budgets. Requests funding, tracks spending and evaluates returns on investment.Supports language access and Racial Equity goals as they relate to inclusive marketing communication.Manages design, production and distribution of marketing collateral including:

Implementation responsibilities may include completing specific content-related tasks, such as taking photographs, videos and creating basic graphics to support strategic marketing objectives.Ensures that all marketing materials and deliverables produced by their direct reports represent the city's voice, brand and standards of professionalism.Department activity guide production and publication schedule.Quality, content, design and image of all projects and products including the department's website, use of the department logo, print media and creation of agency videos.Advertising and sponsorship initiatives through the development of collateral sales material.Maintaining consistent use of the department image inside and outside the organization.Develops and implements a multi-year strategic marketing plan that will promote department facilities, services and programs to community members and generate revenues for the department, including the following:

Research industry standards for the development of a strategic and comprehensive marketing plan, with an emphasis on CAPRA standards.Conduct market research to assess community interest, needs and desires relative to department programs and services.Assess organizational needs relative to marketing and promotion to be included in the marketing plan.Develop and implement a customer relationship strategy (e.g. newsletter, customer satisfaction tools and/or marketing automation platform) as part of the marketing plan.Develop and implement design standards as part of the marketing plan.Ensure that the marketing plan is inclusive and directly supportive of outcomes and goals in the 2022 Department Plan.Develop, implement, and evaluate the marketing plan including strategic initiatives, new markets, and collection/analysis of evaluation data.Leads, manages, directs, and informs Marketing workgroup staff, including the following:

Manages the recruitment, selection, training, supervision and evaluation of standard and non-standard staff, student interns, volunteers, and community service workers.Uses core competencies, organization fit and compatibility, and merit principles to ensure that staff is appropriately selected, developed, utilized, appraised, and rewarded, and takes corrective action.Inspires, motivates, and guides others toward goal accomplishments; consistently develops and sustains cooperative working relationships as a team member and develops highly effective teams.Develops others' ability to perform and contribute to the organization by providing ongoing feedback and opportunities to learn through formal and informal methods.Promotes a culture of teamwork and synergy through collaboration and communication.Develops, articulates, manages annual work plans for all members of the Marketing workgroup.Establishes and maintains a collaborative working relationship with the Communications Senior Program Manager assigned to the department as well as staff throughout the City of Boulder and community members. The Communication Senior Program Manager is responsible for press releases, public relations, and crisis communications as well as Parks and Recreation messaging across all city communication platforms. The position is also instrumental in developing and implementing strategic annual communication plans.MINIMUM QUALIFICATIONS

This position requires strong management and strategy skills, as well as industry expertise and a demonstrated ability to evaluate and improve processes to achieve efficiency and promote innovation.Work experience demonstrating leadership skills and the ability to coordinate the work of others.Ability to respond to requests for information in a timely and customer service-oriented manner and to use discretion with confidential information.Demonstrated ability to resolve issues using own initiative, under minimal supervision, time pressure, and in difficult situations.An understanding of the key principles of effective marketing, promotions, and sales.Ability to provide objective feedback and counsel on creative strategy.Excellent verbal and written communication skills including editing and presentation skills with experience in print, web, and social media.Professional experience in working with senior staff on external communications.Work experience demonstrating flexibility and excellent organizational skills, including the ability to meet deadlines, respond to requests for information in a timely manner, and manage multiple tasks simultaneously.Ability and comfort in project management.Excellent skills in organization, including the ability to meet deadlines, respond to requests for marketing materials in a timely manner, and manage multiple tasks simultaneously.Commitment to inclusive, and when necessary, multi-lingual communication.Reputation for integrity and trust.Ability to deal with ambiguity and effectively cope with changes in work plans and priorities.Ability to communicate with emotional intelligence to relate to all levels of city staff to build effective relationshipsDemonstrated aesthetic and technical skills to create visual content, including photos, videos and graphics.Valid driver's license and independent transportation to attend all essential functions.Have and maintain acceptable background information, including criminal conviction history and motor vehicle record.PREFERRED QUALIFICATIONS

Graduate degree in Marketing, Business Administration or related field.Experience working in a public-sector setting and/or familiarity with the department context.Demonstrated experience in creating and/or implementing long-term strategic marketing plans within the fitness, wellness, or recreation industry.Direct supervisory experience of full-time staff.Spanish language skills.Photography and/or graphic design experience.Experience conducting assessments and surveys and the ability to analyze data.Interpersonal savvy to relate to all levels of city staff to build effective relationships.Ability to deal with ambiguity and effectively cope with changes in work plans and priorities.REQUIRED EDUCATION AND EXPERIENCE

Bachelor's degree in Marketing, Business Administration or related fieldAt least seven (7) years of experience in marketing, advertising, business management, business development, or equivalent combination of education and/or experience.SUPERVISION
