MAJOR FUNCTIONS

Work involves responsibility for the development and coordination of comprehensive educational programs and activities. Work requires the preparation of media education campaigns and the delivery of public information and educational programs. Work requires overseeing cable access television operations. Responsible for the supervision and coordination of the daily activities of the Communications staff. Directs the internal and external communications of the organization.

ILLUSTRATIVE DUTIES

Directs all activities and personnel associated with the Communications activity including work priorities, evaluations, budgets, scheduling, hiring, discipline, and work assignments.Oversees external and internal communications including news media relations, public relations and public information. Assists the County Manager's Office with meeting the County's communications, public relations, advertising, marketing objectives, and economic development objectives.Creates, oversees and directs advertising, marketing, public relations programs and budgets for the County's Communications, Government Relations, and Public Government Cable Television (PGTV). Assists divisions with development and implementation of public information programs/services and news media relations.Directs the planning, design, writing, editing and production of publications, including brochures, pamphlets, newsletters and the Annual Reports; public events including groundbreakings, building dedications, ceremonies and other major public functions.Oversees the creation, development and production of all County video and television programs including content, script writing and story boarding. Serves as the content/news director for the County's public information television program including regular on-camera appearances.Coordinates with the County Manager's office to oversee the County's legislative initiatives. Coordinates legislative delegation meetings, including coordinating Division legislative initiatives, works closely with budget and fiscal staff to ensure fiscal impacts are included where necessary.Manages the Citizen Information Hotline; investigates and responds to citizen complaints and inquiries; oversees customer comment card program.Oversees the cable television liaison function.Develops an ongoing working relationship with the media, prepares various types of information on current and anticipated issues for publication, and provides specific information requested by the media.Represents the Board of County Commissioners (BoCC) in contacts with the news media, community and civic organizations, and other groups or individuals. Works closely with citizens' groups to learn of areas where county government could better meet the needs of citizens, or where the citizens could assist government to do a better job.Provides media relations and other related training to professional and non-professional employees. Assists divisions with development and implementation of public information programs and services and news media relations.Responds to natural and man-made disasters and other events. Reports directly to the Emergency Management Director during declared emergencies and is responsible for the creation, management and implementation of countywide emergency public information.Manage the lobbying effort representing the BoCC to the executive and legislative branches of government, both state and federal level.Performs administrative and project assignments under the direction of the Deputy County Manager over Support Services and Human Services.Performs special or related duties as assigned.Manages the content on the County Website and works with vendors.

KNOWLEDGE, ABILITIES AND SKILLS

Ability to communicate effectively both orally and in writing. Ability to use desktop publishing, word processing and power point programs to create and prepare for publication, information on a broad range of issues for a diverse audience, using all media sources. Ability to organize, prioritize, and manage complex workloads. Ability to analyze information quickly, uses independent judgment, and makes effective decisions. Visual capabilities. Ability to speak in a manner that can be understood. Ability to ambulate independently. Ability to perform creative writing tasks.

MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year college or university with a degree in public relations, communications or a related field plus a minimum of five years (5) experience in public administration or public information which included developing and overseeing a public information program, including at least three (3) years management experience in a public relations/information environment.

Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

A comparable amount of training and related experience may be substituted for the minimum qualifications.

SPECIAL REQUIREMENT

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
