The Communications Consultant 4: Energy Lead position reports to the agency Communications Director and supports the agency’s mission of strengthening communities by managing the strategy, design and production of communications materials for our Energy Division. This position specializes in energy topics and thrives on telling rich, compelling stories about the work we do, centering the voices of the communities we serve. This position collaborates with employees across the Energy Division to identify story opportunities, engages with community voices, and describes impacts and outcomes of Energy’s efforts to catalyze Washington’s clean, affordable, and just energy future.Mission:

The Energy Division (Energy) catalyzes the transition to a clean, affordable, and just energy future.This position plans, organizes, directs, and controls extensive human-centered storytelling communications for Commerce’s Energy Division that help tell the story of Washington’s clean, affordable and just energy future. After analyzing the extent to which different stakeholders, including legislators, energy advocates, and the public, understand programs and policy work of the Energy Division, this position determines the need and type of storytelling and human-centered information necessary to improve stakeholder understanding and influence of Commerce Energy initiatives.Tasks include:Develop a long-term communications strategy and establish a communications content calendar for the Energy division, emphasizing energy success stories for external audiences, which may include seeking national coverage.Coordinate with all units in the Energy Division to identify day-to-day and long-term communications needs and opportunities, ensure alignment on prioritization, and conduct periodic evaluation of the effectiveness of content strategy.Determine the correct channels for communicating Energy division information, execute print and digital designs, in concert with the Communications Director, for delivery to external stakeholders, agencies, the Governor’s Office and legislators.Plan and execute Energy-related news conferences and other events, including taking photos and/or video if needed and ensuring those materials are disseminated to media and to our Digital Content Manager for distribution on Commerce social channels.Staff and assist the agency Director, and/or Energy Assistant Director, at press conferences and other events which includes preparing briefing materials and talking points.Identify, develop, update, maintain and administer division communication procedures and best practices for external communication and outreach materials, ensuring content meets accessibility standards, adheres to AP style, uses Plain Talk and is error-free.Lead collaboration processes with divisional units to surface, prioritize and produce highly complex marketing and communications projects with equity at the forefront.Develop and identify story opportunities by collaborating with employees across the division and conducting interviews with subject matter experts, stakeholders and community members.Assist with drafting responses to media inquiries for the Energy division, in concert with the Communications Director and the Media Relations Manager.Energy Division Communications ConsultantTasks include:Act as the division communications manager, working in partnership with the agency communications director to align messaging with the agency.Work independently with Division leadership, both setting strategic direction for communication, executing work, and coordinating the work of other contributors.Orchestrate, organize, schedule, and implement human-centered communications activities.Produce and edit video stories when necessary.Provide editing and presentation services for Division Strategic Plan Document.General communications support and assistanceTasks include:Provide story-telling leadership, editorial oversight, technical assistance and writing for larger-scale communication projects for the Energy Division.Provide story-telling leadership and editorial oversight for speaking opportunities for Energy Division leadership.Train and advise agency staff on the most effective means of producing assigned work that achieves editorial goals while working within resource constraints.Provide trainings and one-on-one coaching to key agency staff to improve writing skills and communications project management.Required Qualifications:Any combination of professional education in English, journalism, communications, humanities, public relations, or closely allied field and professional experience writing/editing communications, journalism, public relations, or closely allied field totaling seven (7) years.ANDExperience applying plain language principles and demonstrable experience writing about complex topics in ways that are easy to understand.Knowledge of AP style and experience copy-editing and fact-checking content.Demonstrable project management experience and ability to track multiple deliverables across multiple teams.Preferred/Desired Qualifications:Experience leading, controlling, directing, or managing an extensive communications program for an organization or business.Project management skills, including experience establishing systems to improve communication flow, execution and deliverables both internally and externally.Experience developing or editing graphics, photography or videography for digital media.In-depth knowledge and understanding of plain language and accessibility standards for the web.To be considered for this position the following are needed:A complete and detailed online application.A Cover letter (enter online).At least three professional references (enter online).For questions about this recruitment, please contact our recruitment team via email: comrecruitment@commerce.wa.gov -
