JOB SUMMARYCoordinate and supervise functions within the Tax Department.

Example of Duties

Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. TYPICAL CLASSIFICATION ESSENTIAL DUTIES:Plan, direct, and coordinate activities of satellite officesOversee departmental processing of all current year and prior year tax payments paid by dash, check and/or electronic transfer.Ensure tax dollars are applied accurately and in a timely manner.Oversee all Assessor adjustments and corrections to the tax roll and mail out adjusted tax notices to the property owners.Clarify any customer concerns or general questions, research tax payments, approve or release any refunds.Resolve any issues regarding AQ2 scanning system uploading to TROCS.Conduct data testing and updates and make recommendations for effective changes.Assist with data validation and testing.Approve wire transfers, journal entries and sign checks.Prepare time sheets.Validate all information for newspaper and online advertising, monitor tax lien sale, and supervise processing of all tax lien deposits and purchases.Assigns departmental workload, plans, prioritizes and delegates tasks and projects, trains staff, meets regularly with staff to discuss and resolve priorities, special assignments, problems and technical issues.Prepare annual employee appraisals.Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

Associate's degree in Accounting, Business or Public Administration, or a related field.Three (3) years of professional experience in taxation or accounting, preferably in the public sector.One (1) year of supervisory experience.Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.P referre d Qualifications :

Valid Arizona State Driver's License.Two (2) or more years of supervisory experience in the public sector.One (1) year or more of experience with Arizona Revised Statutes Title 42.Knowledge of the TROCS system.Prior experience with tax lien sales and Certificates of Purchase.Supplemental Information

Knowledge, Skills and Abilities:

Knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices, and regulatory reporting requirements.Knowledge of state laws governing Treasurer Department functions, including Arizona Revised Statutes, Arizona Department of Revenue regulations, Arizona Corporation Commission statutes, and regulations governing public sector accounting functions.Knowledge of Pinal County and Finance Department policies, procedures, and regulations.Knowledge of principles of record keeping and records management.Knowledge of professional techniques and practices for efficient and cost effective management of resources.Skill in interpreting, applying, and explaining Treasurer's Department standards and procedures, applicable Federal rules and regulations, and County policies and procedures.Skill in reviewing and analyzing parcel history involving splits and ownership changes and identifying and reconciling errors.Ability to meet critical time deadlines.Ability to assess and prioritize multiple tasks, projects, and demands and plan and coordinate the work of others.PHYSICAL DEMANDS:The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
