Position Details

THIS IS A PROMOTIONAL RECRUITMENT.

Only current Carlsbad Unified School District employees who have passed their probationary period may apply.

This is a promotional recruitment to establish an eligibility list to fill the current 8 hour per day, 12 month position. The eligibility list will also be used to fill any vacancies which may occur within a period of one year, or until the eligibility list is depleted, whichever occurs first.

The recruitment process will consist of a written examination, and a structured interview.

BASIC FUNCTION:

Under the direction of the Director of Purchasing Services, perform a variety of technical duties involved in the purchasing of various materials, products and services for the District; process, verify and evaluate purchase orders and generate requisitions; research and obtain related pricing and product information.

Essential Duties and Knowledge, Skills, and Abilities

Perform a variety of technical duties involved in the purchasing of various materials, products and services for the District; assure the smooth and timely delivery of goods and services to appropriate schools and departments according to established policies, regulations and procedures.

Receive, review and process requisitions; inspect order information and cost calculations to assure accuracy and completeness; verify adequate funding, required authorization, pricing, and product, service and delivery needs and information; identify and resolve issues and discrepancies.

Input purchase order information into an assigned computer system including account coding, purchase amounts, product quantity and other required data; generate and submit purchase orders for approval; distribute purchase orders to vendors; duplicate and distribute purchase orders to appropriate personnel.

Research and evaluate vendors, contractors and other sources of supply; obtain written or verbal quotations; confer and negotiate with vendors and contractors concerning price, specifications, product information, quality, availability, deliveries, services and other related matters.

Order materials, products and services in accordance with established policies and procedures; assure product and quantity accuracy; compare and evaluate quotations; select vendors according to price effectiveness, product quality, delivery time lines and vendor reliability; coordinate deliveries.

Initiate and receive phone calls concerning purchasing functions; contact other departments to assure receipt of ordered goods; follow up on delayed shipments, discrepancies, order status and returns; resolve purchase order, vendor, warehouse, accounting, delivery and other issues and discrepancies.

Prepare and maintain a variety of records, files and reports related to purchase orders, quotes, requisitions, products, deliveries, vendors and assigned activities; prepare, distribute, receive and respond to correspondence concerning assigned purchasing functions; maintain and update catalogs.

Serve as a technical resource to District personnel, vendors and the public concerning assigned purchasing functions; respond to inquiries and provide detailed and technical information concerning orders, status, products, services, availability, supplies, processes, policies and procedures.

Coordinate activities and resolve issues or concerns.

Operate a variety of office equipment including a copier, calculator, fax machine, computer and assigned software.

Distribute, collect and process a variety of purchasing forms and paperwork; request Tax ID forms from new vendors and contractors as needed; identify and resolve problems and discrepancies related to packing slips and invoices as required.

Process cell phone activations and deactivations as assigned by the position; set up and adjust cell phone settings; coordinate related activities with service providers.

Assist with regular and periodic inventories as required.

Attend and participate in various meetings as assigned.

Entrance Qualifications

Any combination equivalent to: graduation from high school and three years experience involving work with purchasing functions.

Selection Process/Additional Information

Candidates who meet the minimum requirements, as demonstrated in their application materials, will be required to successfully complete a competitive testing process to measure the knowledge, skills and abilities necessary to perform the essential functions of the job, which may consist of a written examination, a training and experience evaluation, a performance examination, and/or structured oral interviews. The candidates achieving the top three ranks of the appropriate eligibility list will be referred for a final selection interview. The Eligibility List resulting from this examination may be used to fill vacancies in related job classifications for which no Eligibility List exists (Ed Code 45272).

Pay Increases: New classified employees are typically placed on the first step of the assigned salary range. Step increases occur annually until Step 5 is reached, after which longevity steps are allocated in accordance with years of service.

Benefits: Employees working 4 hours per day or more will be provided an option of Anthem Blue Cross HMO or Kaiser health benefits, as well as Delta Dental and EyeMed Vision benefits; employee contribution amounts are shared with the District and vary depending on number of hours worked per day. (Employees may opt out of medical, dental and vision insurance but may require to provide proof of other health coverage.) The district also pays into a life insurance policy for all employees who work at least 4 hours per day. Additional options for life insurance and disability insurance are available.

Vacation: New employees earn vacation time on a basis of 1 day for each month in paid status, resulting in up to 12 days of vacation time per year, prorated based on months worked per year. Employees with years of longevity may earn up to 25 days of vacation time per year, prorated based on months worked per year.

Holidays: Employees are allocated up to 15 scheduled holidays and 2 floating holidays per year; holidays are prorated based on months worked per year.

Sick and Personal Necessity: Employees earn sick leave on a basis of 1 day for each month in paid status, resulting in up to 12 days of sick time per year. Employees may use up to 7 days of their sick leave balance each year for personal necessity purposes.

Retirement: Retirement: Employees working 4 or more hours per day and those already contributing to CalPERS will be automatically enrolled into CalPERS upon hire. The District's CalPERS formula is 2% at 55 for employees enrolled with CalPERS prior to 12/31/2012 and 2% at 62 for employees who have already or will enroll into CalPERS as of 01/01/2013 or afterward. Employees working less than 4 hours per day will be included in an alternative retirement plan based on the use of pretax contributions.
