Position Title:Director of State & Regional Marketing and Communications

Salary Range:Grade 16, exempt, $114,086.11 - $159,720.56 per fiscal year, commensurate with experience.

Job Description Summary:

The Director of State and Regional Marketing and Communications is a strategic leadership role responsible for developing and implementing marketing and communication strategies for state and regional offerings. This position is critical in driving market growth, enhancing product visibility, and ensuring alignment with organizational strategy. The Director will lead a team charged with analyzing market trends, collaborating with sales and implementation teams, and crafting compelling marketing messages to promote programs effectively.

Job Description:

Essential Duties and Responsibilities

1. Lead state and regional strategy, marketing, and communications:Define clear positioning and messaging that differentiates state and regional offerings in the market.

Ensure consistent communication of product value propositions across all marketing channels.

Support sales enablement by providing teams with necessary tools and materials.

Direct the development and execution of comprehensive marketing plans for a statewide health insurance pool, statewide educational products and partnerships, and regional services, aligning with organizational goals.

Identify target markets and develop strategies tailored to the needs of statewide and regional governmental and educational agencies.

Accountable for marketing-led revenue generation for statewide solutions.

Direct the development and execution of brand strategy for new state and regional initiatives.

Direct the development and execution of communication plans for state and regional initiatives.

2. Strategy development.

Develop and manage a fiscally responsible, brand-focused marketing strategy that aligns with organizational goals, ensuring the team executes and analyzes initiatives to meet or exceed revenue targets.

Handle complex challenges with high autonomy, making key decisions to shape the marketing department's direction and strategies.

Lead a team of Marketing staff and provide strategic marketing thought leadership to the VP of marketing and CMO to meet organizational needs and achieve strategic goals for the organization's future direction.

Be accountable for the use of Sourcewell's brand in events, marketing campaigns, and collateral, ensuring effective promotion and consistent brand representation.

Position Sourcewell as a market leader by facilitating the development and implementation of the marketing strategy.

Grow revenue with effective marketing campaign strategies, client engagement strategy, and maximizing key strategic channel partnerships.

3. Budget and resource management.

Develop and manage the marketing budget, approving expenditures, proposing revisions, and ensuring efficient resource use.

Support the development and review of overall marketing three-year budget and staff resourcing.

Analyze marketing trends and prepare forecasts.

4. Team member management.

Supervise, develop, train, and mentor assigned staff and ensure they effectively manage and supervise their assigned staff.

Provide direction and actionable goals to ensure the entire team understands how their performance impacts department, division, and organizational strategies and goals.

Delegate authority, provide oversight, and ensure teams have appropriate headcount and capability to support growth plans.

Develop and implement training programs; oversee succession planning and leadership capacity building.

Manage hiring and onboarding processes and ensure these are consistent with those followed by the Marketing team.

Foster an open, transparent, innovative, and collaborative team environment, patterning our values of Seek, Empower, and impact to internal and external partners.

5. Agency management.

Identify, onboard, and manage external agencies to ensure alignment with organization objectives and brand guidelines.

Manage relationships with external agencies, evaluate performance, and provide feedback to drive continuous improvement and maximize ROI.

Negotiate contracts, scopes of work, and pricing agreements to ensure cost-effectiveness and value for the organization.

6. Marketing research and performance measurement.

Define and implement measurement systems and track key performance indicators (KPIs) for marketing strategies and team performance.

Monitor, review, and adjust marketing strategies and tactics based on metrics.

Collaborate with the marketing VOC and insights manager to conduct ongoing market research.

Conduct regular analysis and identify key learnings and areas for improvement.

Proactively identify opportunities and lead continuous improvement to optimize processes, tools, and workflows to streamline marketing execution and drive efficiency.

Encourage a culture of experimentation and testing to uncover new insights and opportunities for growth.

Stay updated on industry trends and best practices, advocating for learning, adopting, and using marketing technology tools and systems including leading change management as appropriate.

7. Cross-functional collaboration.

Foster collaboration and communications across departments, engaging regularly with senior management and key stakeholders to align marketing strategies with organizational goals.

Represent the marketing department in strategic planning and cross-functional groups.

Ensure alignment of marketing strategies with audience objectives, organization-wide initiatives, and procurement regulations.

8. Represents Sourcewell and Marketing.

Provide strategic thought leadership to Sourcewell.

Represent Marketing at internal events, board meetings, and retreats.

Represent Sourcewell at civic and social functions by attending local, regional, state, and national meetings and conferences.

Uphold the organization's leadership standards in all marketing activities and lead initiatives that align with organizational values.

Attend and present at conferences, tradeshows, meetings, and other public events.

Act as a member of the Marketing leadership team.

Engage with key stakeholders to understand their needs and enhance client satisfaction.

9. Other duties as assigned.

Additional Job Description:

Required Qualifications

Bachelor's in marketing, business, public relations, communications, or related field

AND

eight (8) years of demonstrated experience in marketing, communications, or related roles

OR

Combination of post-secondary training, professional education, and related experience equivalent to twelve (12) years.

Three (3) years demonstrated supervisory/leadership experience.

Demonstrated experience managing marketing agencies.

Public speaking and presentation experience.

Budget design and management experience.

Experience in strategic planning.

Demonstrated experience as final approver of marketing projects, including design, copywriting, and audio-video production.

Preferred Qualifications

Master's in marketing, business, public relations, communications, or related field.

Ten (10) years of demonstrated experience in directly-related marketing roles.

Five (5) years of experience in leading or directing projects, people, or teams.

Experience in government, educational, or nonprofit sectors.

Familiarity with cooperative purchasing or public procurement processes.

Relevant certifications.
