JSI is currently seeking a Technical Director for the anticipated USAID-funded Integrating HIV Services into Primary Health Care (INTEGRATE). The activity’s overall objective is to contribute to sustaining the gains in the HIV response and enabling pandemic preparedness and resilience in the face of other external threats by integrating current health investments for HIV prevention, care, and treatment services into existing country health systems and PHC platforms, in alignment with country priorities. We also anticipate that this award may be used flexibly to respond to acute and emerging health needs across all USAID’s Missions.
The Technical Director will provide technical leadership to support the project’s vision, design, and implementation. The Technical Director will work closely with the Project Director to advance technical excellence across the project. The Technical Director will lead all technical aspects of the project, including implementation of tools and approaches across activities and facilitating coordination and sharing among consortium partners. They will work closely with global, regional, and country partners to ensure their priorities are reflected in the project work, and to facilitate collaboration and learning across contexts, health areas, and approaches.
This position will report to the Project Director.RESPONSIBILITIES
Collaborates closely with senior staff, technical advisors, partners, and stakeholders to develop the project’s strategic direction and to develop and implement core work plans, ensuring alignment with USAID and PEPFAR priorities and global best practices.Provides overall technical oversight of and creates space for innovation and technical excellence in all program activities, including through field visits, and direct technical support to partners and projects.Provides expertise on PEPFAR and other USG technical guidance related to HIV/AIDS and other infectious diseases.Supervises technical staff and guides their work in both long and short-term activities at global and country level.Participate in national and international forums to ensure effective exchange of technical and programmatic achievements, and liaise with partners, donors, sub-grantees, and other stakeholders about INTEGRATE’s performance and lessons learned.Keep abreast of literature and latest developments in HIV, pandemic preparedness and health systems strengthening, as well as of relevant legislation and activities of government bodies to incorporate cutting edge approaches and methodologies into program work.Collaborate on the preparation of data for quarterly and annual reports to USAID, the annual work planning process, policy and advocacy briefs, and other needs as identified.Facilitates communication and linkages on technical achievements, insights and challenges across project activities and between partner organizations.Elevates project successes and insights to external communications for global dissemination.Ensures that global and country-level activities are complementary and facilitate overall achievement of the project vision.Provides strategic guidance for the documentation and dissemination of technical content and project results.Supervises or directs the work of partners, Technical Advisors and Specialists in a matrixed environment according to both planned and requested priorities of USAID.Mentors and maintains strong relationships with colleagues, including thoughtful alignment of skill-to-activity during work planning, and purposeful cultivation of internal (project staff and partner) talent and capacity.Work closely with the MEL team to ensure measurement, evaluation, and learning are integrated into all design, implementation, and reporting, and that results contribute to the evidence base throughout the life of the project.Collaborate with the knowledge management team and consortium partners to ensure that technical frameworks, tools, and lessons are made widely available and that lessons are disseminated at country, regional, and global levels.Serves on the senior management team to ensure development, integration, implementation, and collaboration of system processes and tools essential to project success.Reviews deliverables for completeness, accuracy, and overall quality.Addresses challenges facing the program that impact technical approaches.QUALIFICATIONS & REQUIREMENTSMaster’s level education/training or its equivalent in public health, epidemiology, medicine, nursing, or a related field.At least 12 years of senior level technical experience in HIV/AIDS programs in low- and middle-income countries. Experience overseeing technical quality of PEPFAR and other USG programs across a range of technical areas.Demonstrated technical expertise in HIV/AIDS prevention, control, and treatment – experience with health systems strengthening programming is preferred.Experience providing direct technical assistance to country programs, national entities and/or USAID as required at local, regional, or national level.Experience implementing policy agendas, advocacy, and developing strategic partnerships with public and private sector entities.Able to successfully lead a team with multiple competing priorities to consistently submit timely, high-quality deliverables.Experience interacting with high level officials among government and non-government stakeholders in the U.S. and around the world.Knowledge of USAID and other donor policies, strategies, and priorities highly preferred.Comfort and familiarity with representing the Project and JSI at external events, technical working groups, and international forums.Fluency in English with strong oral and written communication. French fluency is a plus.
