Summary The Telecommunications Specialist position is located in the Department of Justice, Justice Command Center, Washington, D.C. office. You will be responsible for accomplishing communications support for the Bureaus and Offices. Communications support is provided for the DOJ for national emergencies. During national emergencies, you will coordinate with other Federal Agency Command Centers, as well as day-to-day administrative communications on a rotating shift schedule. As a Telecommunications Specialist, you may be responsible for: Providing communications support for the Bureaus and Offices. Monitoring the communication operations. Developing technical and service standards for the telecommunication program. Installing and maintaining telecommunication equipment and systems. Requirements Conditions of Employment Qualifications To qualify for the position of Telecommunications Specialist, (GS-0391-9/11), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to. BASIC REQUIREMENT: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You must provide your transcript with a conferred date and degrees awarded information. If the conferred date and degrees awarded information is unavailable, you must provide a copy of the diplomas. OR Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND For the GS-09 Specialized Experience: For the GS-09, you must have one year of specialized experience at the GS-07 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Assisting with monitoring operations for a communications center; Evaluating the efficiency of telecommunications devices or operations; AND Monitoring vendors' installation or maintenance of telecommunications equipment to ensure specifications or contract requirements are met. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For the GS-11 Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Assisting with developing guidance or procedures governing telecommunication technical standards; Monitoring operations for a communications center; AND Recommending alternate methods or plans to accomplish telecommunication operations. OR Education: A Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M, if related; OR Combination of Education and Experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. You must have some specialized experience as described above in number 1 but less than one year; and have more than two years, but less than three years of education as described in number 2. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You MUST meet all qualification requirements by the closing date of this announcement, 08/12/2024.
