Summary You will serve as a Marine Corps Installations Command of MARCORPS NATIONAL CAPITAL REGION. Responsibilities You will serve as the Marine Corps Installation Communications Planner responsible for ensuring all future communications matters are contained in each of the Marine Corps Installations Master Plans. You will ensure each Basic Facilities Request submission is aligned to strategic Installation Communications objectives and technical standards outlined within appropriate Unified Facilities Criteria. You will analyze telecommunications infrastructure reliability and utilization using current techniques and tools to identify and define problem areas, and to maintain voice, video, and data telecommunications performance levels. You will coordinate with Architects, Professional Engineers (PE), Authorities Having Jurisdiction (AHJ), vendors, trades, design teams and/or stakeholders. You will review telecommunications plans to ensure compliance with standards, codes and AHJ requirements. You will review and/or create: Request for Proposal (RFP), Request for Qualification (RFQ), Scope of Work (SOW). You will detail design, specifications and drawings including Structured cabling systems and pathways, Rack positioning and layout drawings, Grounding and bonding systems, and Telecommunications spaces. You will create project documents, including but not limited to: Design drawings, Project specifications, Bill of Materials (BOM), Bid documents and pricing, and Record drawings (as-builts). You will support and assess the installation process. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Analyzing an organization's telecommunications infrastructure reliability using current techniques to identify problem areas, and to maintain voice, video, and data communications performance levels; 2) Performing telecommunications needs analysis to assess operational capabilities, develop user requirements, and identify alternate approaches that are aligned to an organization's strategic objectives and industry technical standards; 3) Developing telecommunications procedures (e.g., preparing installation procedures that integrate the needs of common and specialized communications operations, developing strategies for incorporating emerging technology into telecommunications operations, coordinating the objectives of several specialized communications operations with common requirements) to ensure an integrated operations approach; 4) Serving as a technical resource for community telecommunication planning issues to include identifying opportunities for integrating development assistance principles with community telecommunication planning programs; 5) Drafting reports and written analyses outlining telecommunications critical infrastructure sector policies and positions to ensure requirements needs are met; and 6) Partnering with external entities (e.g., federal, host nation, state, local agencies, private organizations) on cooperative development work to formulate telecommunication strategic plans.
