Function

The City of Hampton is seeking a skilled and experienced Grant Writer to join our team. This position is responsible for identifying, applying for, and securing local, state, federal, corporate, and foundation grants to support the City's programs and initiatives. The Grant Writer will manage and oversee the entire grant application process, from initial research to final approval and contract management.

Key Responsibilities

Plans the Citywide grant application, approval and contract processes for all City departments, with the exception of the Department Public Works.Performs administrative functions related to grant implementation and contracts.Researches legislatives announcements, publications, registers, directives, and other research methodologies to identify available grant opportunities.Reviews grant conditions and grant award ensuring that all grant requirements are addressed prior to grant acceptance.Researches and interprets the Code for Federal Regulations, OMB Circulars, federal handbooks, foundation requirements for applicability to City's grant programs.Develops, formulates and implements grant related policies, guidelines and procedures to ensure program compliance.Develops reporting systems to assure the City's ability to meet grant reporting requirements.Performs programmatic and grant effectiveness performance assessments.Assist department program managers with grant implementation, including the development of internal controls to ensure grant compliance.Assist with the development of the City's operating budget.Performs other related duties as required.Minimum Requirements

Requires a Bachelor's Degree in English or related field. Minimum of three (3) years' experience in preparation of federal and state grant proposals. Experience with a government agency is preferred.Demonstrated excellence in writing and editing.Highly organized and detail oriented, with strong analytical skills.Ability to work as a member of a team and independently.Must successfully pass a background check related to this position prior to any offer of employment or promotion.Requires effective communication with internal and external customers.May require working beyond a standard 40-hour work week to include evenings and weekends.Additional Requirements

The incumbent may be considered "essential personnel" during City emergency situations or at the direction of the City Manager which may include long hours and unusual schedules.
