USP seeks a Senior Proposal Writer Manager to serve as a key member of our Global & Federal Practice (GFP) team. This staff member will work with subject matter experts (SMEs) in the U.S. and globally to develop and finalize proposal writing across a range of technical areas that support quality across the supply chain and strengthens health systems at local, regional, and global levels to deliver end-to-end pharmaceutical services. The Senior Proposal Writer Manager will serve as the lead writer for the Global Business Development (GBD) team, including: drafting proposal content and one-voicing proposals for various donors such as USAID, FDA, NIH, CDC, Global Fund, WHO, various foundations and other private funding agencies; drafting concept notes; and other collateral writing capability statements and other stock language describing USP’s core technical areas (e.g., local pharmaceutical manufacturing; medicines quality assurance/quality control; laboratory systems strengthening for diagnostic [clinical] and quality control laboratories; pharmacy system strengthening; resilient global health supply chains, and vaccines). The ideal candidate will have strong knowledge and relevant experience in global health, including technical writing for proposals and other products.How will YOU create impact here at USP?

This includes training in inclusive management styles and other competencies necessary to ensure engaged and productive work environments.The Senior Proposal Writer Manager has the following responsibilities: Proposal Writing– 70%

In collaboration with SMEs, from capture to proposal development, lead technical proposal writing processes.Interprets donor solicitation requirements and develops compliant and competitive outlines in collaboration with the proposal manager and technical lead.Participates in technical strategy and design meetings, including whiteboarding technical strategy and design sessions.Organizes and synthesizes technical research and ensures it is adequately reflected in proposal drafts in consultation with SMEs.Incorporates input from SMEs in US and other USP country offices.Harmonize and integrate different sections and content from multiple writers into one cohesive, responsive, and persuasive proposal that is “one-voice”.Revise drafts in response to feedback and comments in collaboration with the proposal team.Review proposals during color teams or conduct compliance reviews of bids when required.Manage a pool of proposal writer consultants when surge support is needed, and provide guidance and quality assurance of their work products.Maintain Subject Matter Expertise – 20%

Engage with staff technical experts to become familiar with the subject matter.Conduct desk research and interviews/work with technical experts—including country team, headquarters, and project staff— to gather up-to-date information on the context/operating environment, the client, and innovative approaches to development.Develop and maintain capacity statements, and other collateral for donor engagement.Stay informed of GFP donor strategies, initiatives, and developments in USP key technical areas.Process & Systems Strengthening – 10%

Translate technical information and jargon into clear, easy-to-read text.Update and develop of tools and training materials for other writers.Conduct training and mentor other writers.Contribute to BD team’s continuous improvement efforts by providing inputs on how overall BD systems and processes can be strengthened from the writer’s perspective.Who is USP Looking For?

The successful candidate will have a demonstrated understanding of our mission, commitment to excellence through inclusive and equitable behaviors and practices, ability to quickly build credibility with stakeholders, along with the following competencies and experience:Bachelor’s degree in public health, journalism, or a related field.Eight years of proposal writing experience and other communication products for donor engagement.Demonstrated success in writing winning proposals for US government funding agencies or other donors.Excellent writing and editing skills and strong organizational, interpersonal, and communication skills are required.Additional Desired Preferences

Master’s degree in public health, journalism, or a related field.Expertise in global health is required and experience in systems strengthen and pharmaceutical management preferred.Ability to work effectively in teams and a demonstrated ability to multi-task and work well under time constraints is required.Network of global health writers who can be used as consultants for writing surge support (should the need arise) is preferred.Supervisory Responsibilities
