Through the diligence of a\rhighly professional staff of market analysts, financial analysts, accountants,\rlawyers, law enforcement officers, actuaries, complaint investigators, and\rothers, the MIA works to facilitate a strong and competitive insurance\rmarketplace where consumers are well informed and treated fairly. Staff members\rare subject matter experts who serve as a resource for lawmakers, consumers,\rand other public and private entities.\r\rThe MIA is charged with a broad range of\rresponsibilities including the licensure of insurance carriers and insurance\rproducers (brokers/agents) operating in Maryland, the conduct of financial\rexaminations of companies to monitor financial solvency, and the review and\rapproval of rates and contract forms. The MIA investigates reports of consumer\rfraud and consumer complaints about life, health, automobile, homeowners,\rand/or property insurance. Insurance carriers are subject to market conduct\rexaminations and other actions to monitor compliance with Maryland law. The MIA\ralso has a unit dedicated to consumer education and outreach, which\rparticipates in hundreds of events and reaches thousands of individual\rconsumers annually.\r\r**This is a Management Service position that\rserves at the pleasure of the appointing authority.**\r\rGRADE\rMIA 0025\r\rLOCATION OF POSITIONBaltimore City\rPOSITION DUTIESThe Maryland Insurance Administration is recruiting for the\rposition of Associate Commissioner, Insurance Fraud and Enforcement\rDivision. The Associate Commissioner reports directly to the Insurance\rCommissioner and oversees the agency’s enforcement of laws and regulations\rrelating to insurance fraud and the conduct of professional licensees,\rincluding producers. This position is responsible for the daily operation of\rthe MIA’s Fraud Division and oversees investigations of civil fraud by\rinsurance companies, producers, consumers and the general public. This also\rworks closely with Assistant Attorneys General and law enforcement officials in\rthe investigation of criminal insurance fraud, including the pursuit of\rcriminal charges against persons or entities who have committed fraudulent\rinsurance acts. This position also oversees the Professional Licensing\rEnforcement Unit which investigates misconduct by professional licensees of the\rAdministration, including insurance producers and, where appropriate, issues\rdisciplinary orders against licensees or cease and desist orders against person\racting without a license. This position may be required to give\rtestimony in civil, criminal or administrative proceedings.\rMINIMUM QUALIFICATIONSEducation: A bachelor’s degree from an accredited\rcollege or university.\r\r\rExperience: Minimum of ten (10) years of experience investigating\rinsurance fraud or white-collar crimes, of which seven years must have included\rsupervisory responsibilities.\r\rNote:\r\rAdditional experience investigating insurance fraud or\rwhite-collar crimes may substitute on a year-for-year basis for up to four\ryears of the required education.\rTen (10) years of investigative work or law enforcement experience\rthat included supervising staff and five (5) years experience investigating\rinsurance fraud or white-collar crimes may substitute for the minimum\rqualifications as stated above.\rDESIRED OR PREFERRED QUALIFICATIONSThe Maryland Insurance Administration is recruiting for the\rposition of Associate Commissioner, Insurance Fraud and Enforcement\rDivision.
