Nature of Work

Update maps and related information for the Geographic Information System (GIS) database.

Environmental Factors Work is performed primarily in a standard office environment and conducts some field work with exposure to all weather and traffic conditions.

Physical Factors Light physical demands with frequent use of a personal computer.

Work Situation Factors Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is a grade RN15.

Duties and Responsibilities

Updates and maintains infrastructure database records which may include utility lines, related infrastructure, parcel base maps, property maps, and boundaries; maintains and updates information and data to make corrections in response to changes and additional data sets; performs quality control checks to assure integrity of data, and corrects discrepancies; enters and compiles data; enters data attributes, checks for errors, and verifies accuracy; annotates database with description of updates and revisions executed; populates the tabular data in the database, and maintains official maps according to department policies and procedures.Prepares and presents various special and recurring forms, reports, and documents to provide timely, accurate information; reviews documents and data to determine accuracy; performs arithmetic and geometric calculations; investigates and provides information to respond to and answers; provides assistance to staff, clients and internal operations in obtaining information; researches and compiles information, materials, and maps.Reviews survey data, source maps, photographs, automated mapping products, and other records to determine data quality and documentation, location and names of features, and application of coordinate geometry; determines methods to analyze spatial relationships, including adjacency, containment and proximity; adjusts database layers to assure spatial conformity and coincidence.Utilizes handheld GPS for field checks; downloads data from GPS units using associated software, differentially corrects information, verifies accuracy of information gathered, exports data to appropriate format for incorporation into GIS system.May provide back-up assistance for dispatch; utilizes a base radio to maintain radio contact with mobile units or other fixed station units on an assigned frequency; responds to locators and crews requesting assistance with locates and/or work orders.

Minimum Qualifications

Associates Degree in Engineering Technology, Computer Technology, Management Information Systems, or related field PLUS three (3) years of experience in developing and managing a spatial database in a GIS program. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Valid Class D driver's license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

Knowledge, Skills, and Abilities

Considerable knowledge of: Principles and techniques of GIS system development, application software, structured query language, spatial and tabular databases; GPS systems, application of applicable software, and processing of information; principles of utility mapping, surveying, usage of aerial photography and satellite imaging; principles and practices of geographic information systems, including data compilation techniques, ESRI ARCINFO software applications, graphics applications and overlays, and spatial models for computer analysis; principles and capabilities of computer systems, including networked environments and peripheral devices; GIS database systems integration, quality assurance procedures, and documentation of data sets; basic hardware and software troubleshooting techniques; City policies and procedures.

Ability to: prepare neat and precise maps from plans, sketches, verbal descriptions, and specifications; translate GPS data and integrate into geographic information system; maintain a high level of attention to detail for quality control purposes; maintain effective documentation and system backups of maps and data; assist in providing data and maps for detailed operation analysis; apply results of analysis to ensure accuracy and completion of map and related data profiles; effectively communicate in verbal and written forms; establishing and maintaining effective working relations with co-workers, maintain accurate, retrievable records and project tracking procedures; monitor, operate, and respond to a two-way radio base station; dispatch appropriate utility crews; operate a motor vehicle and navigate across even and uneven surfaces.

Skills in: operating a personal computer with various installed software and general office equipment; reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats and projections, including raster and vector data; performing accurate data entry and mathematical calculations; operation of GPS device to obtain infrastructure data; computer cartographic design, layout, and production for a variety of different subject matter; understanding and working with data from multiple public and private sources; maintaining accurate and interrelated database records, and identifying and reconciling errors; interpreting technical instructions and analyzing complex variables.
